Accredited Standards Committee C63 ® - EMC Status of Standards Lessons Learned According to ANSI’s Essential Requirements, all votes, positive, negative and abstentions, should be carried forward to the next ballot’s tallies if no subsequent vote is cast. Previous practice of carrying forward only the positive votes to the next ballot will cease and all votes will be carried forward in all future ballots.

Accredited Standards Committee C63 ® - EMC Additional Activities ANSI Standards Developer Audit ANSI conducted an audit the week of 10/20/14 which focused on: Ensuring that the C63 procedures were followed with respect to –C –C (R2012) Ensuring that the C63 procedures conformed to ANSI Essential Requirements Preliminary audit results available in one month

Accredited Standards Committee C63 ® - EMC Action Items AI-73: Pat Roder to look for previous permission for ETSI to use the C63.19 text Status: Investigated the ‘co-branding’ of C63 standards with ETSI, IEC, etc. Although IEEE-SA has agreements in place for the adoption/ joint development of standards, they would not apply to C63 documents as those documents are not developed using the IEEE Standards Development process To leverage these agreements, the C63 document would have to become an IEEE document This would require submission of a new Project Authorization Request (PAR) and the identification of an IEEE sponsor for the document (possibly the Electromagnetic Compatibility Society)

Accredited Standards Committee C63 ® - EMC Co-branding of C63 Standards This may also involve the drafting of an MOU/participation agreement between C63 and the sponsor to address items such as Working Group establishment, balloting rules, maintenance of the document, etc. Additional areas to consider include interaction with ANSI (new PINS required? Submit for approval?) and whether existing document would be superseded If C63 is interested in pursuing this option, meetings/calls with IEEE-SA can be arranged to explore further

Accredited Standards Committee C63 ® - EMC Action Items AI-78: Pat Roder to provide a sales report on our standards by to the voting members Status: A teleconference between Steve Berger, Pat Roder, Dan Hoolihan and Anasthasie Sainvilus (IEEE-SA Contracts and Licensing Manager was held in May Anasthasie sent a DRAFT Agreement relative to the GET program for making a one-time payment for standards and then the distribution is free for "unlimited, online, public access to PDF files of selected standards. Draft Agreement was provided to SC to review in June

Accredited Standards Committee C63 ® - EMC Action Items AI-81: Pat Roder to investigate the formal process to withdraw a standard. Status: An Accredited Standards Developer shall follow their own procedures for the withdrawal of an existing ANS and may either opt to file a BSR8 and BSR9 to withdraw the standard or may simply notify ANSI of the withdrawal based on the following criteria in the ANSI Essential Requirements Withdrawal by ANSI-Accredited Standards Developer An American National Standard must be supported by an ANSI-Accredited Standards Developer. If an accredited standards developer wishes to withdraw its approval of one or more of its American National Standards, it may do so without a vote of the relevant consensus body. If an accredited standards developer does withdraw one or more of its American National Standards, then the standards developer shall notify ANSI immediately and the standard shall be withdrawn as an ANS and announced in Standards Action.

Accredited Standards Committee C63 ® - EMC Action Items AI-86: Pat Roder to circulate a document explaining the definitions copyright permission policy and provide a written copy of the policy. Status: 5.1 General copyright policy Contributions by participants to IEEE Standards projects are subject to the IEEE- SA copyright policy found in Clause 7 of the IEEE-SA Standards Board Bylaws and 6.1 of the IEEE-SA Standards Board Operations Manual. Go to for additional information on IEEE-SA copyright policy. 5.2 Excerpting material published by other organizations Any participant who submits contributions from previously published sources shall comply with of the IEEE-SA Standards Board Bylaws. It is strongly recommended that copyrighted material be referenced rather than reprinted.

Accredited Standards Committee C63 ® - EMC Action Items However, when using excerpts of published text, tables, or figures and possibly modifying or adapting the material is unavoidable, permission to do so shall be requested from the copyright owner. The sponsor is responsible for obtaining this permission. Standards developers are encouraged to request permission from copyright owners as soon as deciding to include copyrighted material in a draft. Standards developers should initiate the permission-seeking process prior to the start of initial IEEE-SA sponsor ballot. Permission letters shall be submitted to the IEEE-SA staff liaison 1) as part of Mandatory Editorial Coordination (MEC); 2) along with the draft at the start of ballot invitation or separately prior to initial sponsor ballot; or 3) prior to a recirculation if the information is included during the ballot. If excerpted material is inserted during ballot resolution, receipt of permission letters will be required before the recirculation ballot of the draft.

Accredited Standards Committee C63 ® - EMC Action Items All permission letters will be reviewed during MEC and again when the draft is submitted to the IEEE-SA Standards Board for approval. If there are difficulties with obtaining permission responses, the working group should consider citing the information normatively rather than including an excerpt. It is preferred that the IEEE permission form letters are used when seeking permission (see Annex A). IEEE requests the following: [N]on-exclusive, irrevocable, royalty-free permission, and requires world rights for distribution and permission to modify and reprint in future revisions and editions of the resulting draft and approved IEEE standard and in derivative works based on the standard, in all media known or hereinafter
