Election Training on Legislative Changes to the Absentee Voting Process from Beginning to End! Election Training May 21, 2012

Certificate of Attendance This session qualifies as additional training for Municipal Clerks. It does not qualify as Core or Baseline Training. This session contains advanced topics and requires class participation to be most beneficial.

Municipal Clerk gets Absentee Ballot Request  Record Request on GAB 124 Absentee Ballot log. › This is your tracking device-be sure to use it! › Applications/Request does not get turned into the County. Only exception would be if there was a recount!  Request must be in writing: › GAB 121 – Absentee Request Form › Post Card › Letter

Municipal Clerk Mails out Absentee Ballot

Incomplete or No Certificate Envelopes- What Happens Now?  Try to contact voter and provide opportunity to correct.  Inform voter ORIGINAL WITNESS must always be present to correct ANY incomplete or No Certificate envelope.  Document on GAB 124 Absentee Ballot Log

 If time permits: 1.Send envelope containing ballot and new absentee ballot envelope. 2.Both voter and original witness must both execute new envelope. 3.Voter must personally deliver corrected envelope by 8:00 p.m. on Election Day OR mail envelope to be postmarked by Election Day and received by 4:00 p.m. the Friday after the election. Correct by Mail…

1.Original witness MUST accompany voter to clerk’s office. 2.Voter may correct and submit absentee ballot on site. 3.Ballots may not be taken from office. 4.Both voter and original witness must both execute new envelope. Correct in Clerk’s Office…

1.Original witness MUST accompany voter to polling place. 2.Voter may correct and submit absentee ballot on site. 3.Ballots may not be taken from polling place. 4.Replacement absentee envelopes should be available at polling place. Correct at the Polling Place…

Additional notes on Incomplete or No Certificate Envelops…..  Voter with incomplete or no certificate envelopes who did not receive or return a replacement envelope cannot vote in person at the polling place.  Do not process or reject incomplete or no certificate envelops until 8:00 p.m. on Election Day.  Remember: Original witness is needed to execute by mail or accompany voter in office or at polls

Spoiled or Damaged Absentee Ballots….  Absentee ballot returned to clerk. Voter wishes to vote a new ballot.  Is person requesting replacement ballot same person whom original ballot was provided?  If YES, issue replacement ballot, if within proper deadline.  Voter must personally deliver or mail absentee ballot under normal timeline.  If NO, issue ballot and document a “challenge” for Election Day.

Absentee Voters and the Polling Place….  Clerk records absentee designation on the poll book.  Poll worker checks absentee ballot log to see if ballot was received.  IF RECEIVED: Voter cannot vote at polling place.  IF NOT RECEIVED: Election Inspector asks voter, “Did you mail or personally deliver absentee ballot to clerk’s office?’  If YES, Voter cannot vote at polling place.  If NO, Voter gets a ballot to vote.

Late Arriving Absentee Ballots…. Does the ballot get counted or not? 1) Check the poll book and absentee log to determine whether elector has already voted. 2) If elector has not already voted AND ballot has been post marked by Election Day. Ballot gets counted!

Late Arriving Absentee Ballots…. Counting Ballot Immediately after the 4:00 p.m. Friday deadline! 1) Provide written updated notice of number of pending absentee ballots. 2) Post an open meeting notice at least 24 hours before BOC reconvenes. 3) Notify BOC of date, time and place for reconvenes. 4) Take minutes at BOC meeting.

Late Arriving Absentee Ballots…. What materials are needed for BOC? 1) Municipality’s copy of poll book. 2) Privacy container with late absentee ballots 3) New Ballot Bag. 4) New Rejected and Used Absentee Envelopes. 5) Copy of original tally sheets 6) Absentee Ballot Log 7) New Inspectors’ Statement
