NO Voter completes voter registration form GAB 131 – WIS Driver’s License #, or WIS ID # (REQUIRED if current and valid) Proof of residence – current address Previous address – what ever part they remember of it Chief Inspector or Registration Deputy completes bottom of form Voter shows Photo ID Voter name and address recorded on Supplemental Poll list Voter Issued Voter Number – record voter number on registration form Voter gets issued ballot Voter votes!

19 Voter Registration – GAB 131 All electors must provide WI Drivers License or WI DOT issued ID (REQUIRED if they have one that is current and Valid!) If not they provide SS#-Last 4 Previous address – Remember this is a REQUIRED filed! There should be some part if not all of their former address here! Proof of Residency information MUST be completed! Complete information on bottom: Supervisor Dist# and School are a must!

20 Name Change or Address Change  Have to complete a NEW Voter Registration form GAB 131  Address Changes – Have to provide new proof of residency with new address.  Name Change – Have to provide photo ID with correct name change.

21 PHOTO ID Lessons Learned from Feb Primary Proof of Residence is Different than Photo ID Residence – Proves where a person lives to register to vote. Photo ID - Proves who the person is in order to receive a ballot. Proof of ID Photo Guide is not “All Inclusive” Provides all categories of acceptable Photo ID but not all variations within the categories! If voter does not have acceptable proof of Photo ID DURING IN PERSON ABSENTEE VOTING voter DOES NOT get a provisional ballot. There are military ID’s that are acceptable proof of ID that do not have an expiration date. May read “Expires: Indefinite” New law: Veterans Administration photo ID cards are now acceptable.

22 PHOTO ID Lessons Learned from Feb Primary Cont. Out of state driver licenses or ID cards are NOT acceptable proof of ID. Election officials can ask a voter to remove their ID from their wallet if they can not see the relevant information. This is not mandatory. Showing a photo ID does not substitute for a voter stating their name and address out loud. A voter without an acceptable form of Photo ID at the polling place MUST be offered a provisional ballot. Do not “turn away” a voter because of lack of an acceptable Photo ID.

23 Voter Photo ID ID Required: * ALWAYS at the Polling Location * ALWAYS during In-Person Absentee Voting at the Clerk’s Office ID Not Required: * Military & Overseas Elector * Confidential Electors * Indefinitely Confined Acceptable ID without Photos: * Citation or notice of intent to revoke or suspend a drivers license * Wisconsin DOT Temporary Diving or Identification Receipt * Wisconsin DOT driver license or Identification card without a photo (Issued to those with religious objection to being photographed)

24 No Photo ID – What Happens Now? ** ONLY 3 reasons for issuing a Provisional Ballot 1.A qualified elector who has a current and valid WI Driver’s License or Identification card number registers to vote on Election Day, but is unable or unwilling to list the number on the registration form. 2.A registered voter (listed on poll book or supplemental list) is unable or unwilling to provide proof of identification (Photo ID) 3.A first-time WI voter who registered by mail before April 4, 2014 but did not provide any document establishing proof of residence at time registration form was submitted and is unable to provide proof of residence at the polling place.

25 Provisional Ballots! Voter MUST be offered to vote by provisional ballot. Provisional ballots are NOT counted unless voter provides an acceptable photo ID to Municipal Clerk by 4:00 p.m. the Friday AFTER the election. Municipal Clerk / Chief Inspector informs County Clerk’s office on Election night: Number of outstanding provisional ballots ALL information from Provisional ballot tracking form GAB123r Voter Name & Address Reason Code for Issuing Provisional Ballot Voter Registration Statues MBOC is conducted if information is provided by voter to Municipal Clerk in time. Municipal Clerk provides MBOC documentation and ballot (in sealed ballot bag) to County Clerk’s office.

26 Issuing Provisional Ballot  Elector does not get issued a voting number in the poll book. Ballot is NOT counted at time it gets cast.  Ballot is placed in BLUE provisional ballot certificate envelope and numbered PV#1, PV#2, etc.  Voter completes information on certificate envelope and signs in the presence of Election Inspector.  Election Inspector signs certificate envelope and completes “Official Use Only” section. PV# (PV#1, PV#2, etc.) recorded on envelope. Marks box indicating reason why a provisional ballot was issued. Completes provisional ballot reporting form. Provides voter with completed paperwork: Provisional Voting Information Sheet! Provisional Ballot placed in large blue envelope Currently contains all provisional voting materials

28 MBOC-Municipal Board of Canvass Take minutes: Date, state time, names of those attending, ballots counted, tamper seal documented, etc. Written updated notice of number of outstanding ballots. If NO ballots are returned to be county the Municipal Clerk can certify and submit form without having the MBOC convene. Convenes for 2 reasons 1)When an outstanding Absentee Ballot or Provisional Ballot is returned to be counted after Election Day. 2)When there are municipal offices up for election

29 Absentee Voting: March 31 st at 5:00 p.m. Last day for elector to request absentee ballot by mail! (except for indefinitely confined electors and military electors). Ballots must be post marked by Election Day to be counted! Ballots must be returned by the Friday, after the election, April 8 th to be counted! Absentee In Person Voting: Definition of In Person: With a Personal Presence! Last day for elector to vote absentee in person: * Friday, April 1 st at 5:00 p.m. * Must provide Photo ID when voting In Person * In person absentee voting is PROHIBITED on weekends, holiday or outside the hours of 8:00 a.m. and 7:00 pm.

35 Election Night Totals  New Law!  Municipal Clerks must report returns to the County Clerk no later than two hours after the votes are tabulated.  County Clerk must post all returns on the county website within two hours of receiving the returns.  GAB must provide a link to those returns on it’s website.

36 Write-In Votes- When to Count or Not A “Vote for 1” Office: If there is at least ONE ballot candidate for a given office. Only tally votes for registered write-in candidates If there are no ballot candidates (i.e. less than ONE) for a given office. Tally all write-in votes If there are ANY ballot candidates for a given office, and ONE or more pass away. Tally all write-in votes

37 A “Vote for 2” Office If there is at least TWO ballot candidates for a given office. Only tally votes for registered write-in candidates If there are less than TWO ballot candidates for a give office. Tally all write-in votes If there are ANY ballot candidates for a given office, and ONE or more pass away. Tally all write-in votes

38 Process for Determining Viability of Write-in Votes  Four questions inspectors should ask themselves:  Can all write-in votes be counted or just those for registered write-in candidates?  Is (or are) the write-in candidate(s) registered?  Regardless of whether the write-in vote(s) can or can’t be counted, are there enough write-in votes to fill the seats up for election?  How many votes is the elector entitled to?

41 Returning Election Materials  Make sure paperwork is fully completed.  Make sure paperwork is in correct envelopes: County or School  Make sure paper ballots: Presidential Preference/State with County Offices are in ballot bag with machine tape of votes on take up roll.  Make sure ONLY school paper ballots are in school ballot bag.  Make sure ONLY village paper ballots are in village ballot bag.  ALL VOTING EQUIPMENT MUST BE TURNED IN AFTER ELECTION FOR YEARLY MAINTENANCE AND NEW BATTERIES!
