West Virginia Higher Education Policy Commission Focal Area: Access Goal: Increase access to postsecondary education for both traditional and non-traditional aged West Virginians. Objective: Increase enrollment in four-year public institutions overall and in important target populations Targets on Metrics: Headcount 73,500 Annualized FTE 68,000 First-time freshmen12,750 Low-income students 22,000 Underrepresented racial/ethnic minority 6,700 Undergraduate adult (age 25 and up)11,500

West Virginia Higher Education Policy Commission Focal Area: Access Objective: Increase the percentage of West Virginia high school graduates continuing on to higher education in the following fall to the SREB average. Objective: Institutions will provide a plan for a comprehensive, collaborative access effort and report on the success and outcomes of this effort. Objective: Institutions will provide their comprehensive financial aid plan that guides institution level financial aid allocation, administration, and outreach and report on the success and outcomes of this plan.

West Virginia Higher Education Policy Commission Focal Area: Success Goal: Increase the number of students at system institutions completing quality academic programs. Objective: Improve the outcomes of students requiring developmental education Targets on Metrics: Increase the percentage of first-time freshman students passing developmental education courses taken in math to 70 percent and in English/writing to 75 percent. Increase the percentage of first-time freshman students passing developmental education course taken in math and English/writing and the first related college-level course to 60 percent for math and 70 percent for English/writing.

West Virginia Higher Education Policy Commission Focal Area: Success Objective: Increase the retention rate of students overall and specifically in important target populations Targets on Metrics:First-Year Retention Rate Full-time freshmen: 80% Part-time freshmen: 50% Low-income freshmen: 75% Freshmen from underrep. racial/ethnic minority groups: 75% Returning adult students: 65% Transfer students: 76% Objective: Increase the number of students making progress toward on- time completion Targets on Metrics: Increase the percentage freshmen earning 30 or more credit hours in their first academic year of college to 65%.

West Virginia Higher Education Policy Commission Focal Area: Success Objective: Institutions will provide summaries of the reporting year’s academic program reviews, focusing on academic quality, evaluation of stated program outcomes, assessment of student learning, and future actions to be taken. Objective: Institutions with graduate programs will enhance and report on institutional efforts to improve the outcomes of graduate students.

West Virginia Higher Education Policy Commission Focal Area: Impact Goal: Increase the impact that public colleges and universities have on West Virginia through production of qualified graduates ready to contribute to the workforce and the community, provision of needed services, and research and development that promote knowledge production and economic growth. Objective: Increase the number of degrees awarded annually at the undergraduate and graduate levels overall and in needed areas Targets on Metrics: Total degrees: 15,500 STEM degrees: 3,750 Health degrees: 2,000 Track and increase STEM education degrees

West Virginia Higher Education Policy Commission Focal Area: Impact Objective: Institutions will address regional economic needs through developing and promoting pathways to the West Virginia workforce for students and recent graduates. Objective: Institutions will provide plan for how the institution and its students are engaging with external organizations (government, business, non-profit) to solve critical regional civic and/or social issues. Objective: Decrease the system average federal student loan cohort default rate to 9.0 percent.

West Virginia Higher Education Policy Commission Focal Area: Impact Objective: Increase research and development activities which contribute to West Virginia’s economic growth Targets on Metrics: Annual external research and development funds: $200 million. Annual licensure income: $170,000. From 2013 to 2018, a total of 30 patents issued. From 2013 to 2018, a total of 20 start-up companies based on university technology. Track and increase the number of articles that faculty members publish in peer-reviewed journals.
