4 OVERVIEW OF GENDER ISSUES IN MEDIUM-TERM PLANNING AND BUDGETING INSTRUMENTS - PQG STRATEGIC OBJECTIVESPRIORITY ACTIONS Combat all manifestations of discrimination and exclusion based on differences in culture, ethnicity, gender, race, religion, region of origin and political affiliation; Develop capacity building activities on gender and leadership, participation in policy, planning and budgeting from the perspective of gender and good governance for women at all levels; Promote gender equality by raising women's status and participation in political, economic and social development; Adopt and operationalize the 3rd National Plan of Action for the Advancement of Women; Promote the dissemination of legislation and operational strategies to support women in order to ensure social justice, equal rights and opportunities between men and women in society and before the law. Promote training on planning and budgeting from a gender perspective for key actors within government institutions and civil society; Create and operationalize the District Councils for the Advancement of Women; Promote and develop actions to raise awareness of women's participation in all spheres of national life; Develop and implement a mechanism for monitoring and evaluating progress and impact of gender related actions.

Program Based Planning and Budgeting ADOPTED BY MOZAMBIQUE IN 2002, THROUGH THE LAW OF THE SYSTEM OF FINANCIAL ADMINISTRATION OF THE STATE (ARTICLE 18 OF LAW NO. 9 / 2002 OF 12 FEBRUARY); IT IS A REFORM OF THE FINANCE SYSTEM MANAGEMENT METHODOLOGY ALLOWING: 1. GREATER TRANSPARENCY AND RATIONALITY OF ALLOCATION PROCESS AND USE OF PUBLIC FUNDS WITH THE PURPOSE OF ESTABLISHING THE RELATIONSHIP BETWEEN RESOURCES, OUTPUTS AND RESULTS; 2. AN INTEGRATED PLANNING AND BUDGETING AND BETWEEN THIS TWO W ITH ALL THE OTHER POLICIES AND PLANNING TOOLS INCLUDING THE ONES ON GENDER EQUALITY: PUBLIC FINANCE MANAGEMENT REFORM

GENDER IN PUBLIC FINANCE MANAGEMENT - MODULE OF BUDGET ELABORATION Program Based Planning and Budgeting THE PARP ( ) AND THE ECONOMIC AND SOCIAL PLAN LED TO THE CREATION OF 3 GENDER RELATED PROGRAMS IN BUDGETARY ELABORATION MODULE OF THE STATE BUDGET ALL THIS PROGRAMS AS A SPECIFIC COD IN MODEL OF BUDGET ELABORATION, BUT THE LIMITANT IS THAT IT IS THE SECTOR PROGRAM CLASSIFICATION, NOT NATIONAL PROGRAM

SECTOR PROGRAMS Fish Production Development of Community fishing Development of Commercial Fisheries and Aquaculture Increased contribution of fisheries in the balance of payments Training women in technique to capturing mussels, oysters etc Creation of Community saving systems for women Target women in practical demonstration of the value chain GENDER IN PUBLIC FINANCE MANAGEMENT - MODULE OF BUDGET ELABORATION – EX: Fishery sector This model of planning and budgeting, does not limit the planning of gender issues for sectors that do not have gender-specific program. TRAINING ON GENDER RESPONSIVE PLANING AND BUDGETING FOR PLANNERS AND BUDGET STAFF REVIEW AND CONTINUOUS REFINEMENT OF PLANNING AND BUDGETING METODOLOGIES MAKING THEM GENDER DEMANDING INCLUDING THE BUDGET MODULE IN THE SYSTEM TO ENABLE CAPTURING OF GENDER DIMENTION (EXEMPLO COLUMN FOR SEX DESAGREGATED DATAS) DESIGN AND INTRODUCTION OF THE SIMPLIFIED MATRIX, TO MAINSTREAM GENDER AND OTHER CROSS-CUTTING ISSUES IN PLANS AND BUDGET AND AS A MONITORING TOOLS AS WELL AS TRAINING AND TECHNICAL SUPORTS FOR PLANNING AND BUDGETING STAFF AT ALL LEVELS; SIMPLIFIED MATRIX IS AN INTEGRAL PART OF THE METHODOLOGY FOR DEVELOPMENT OF ECONOMIC AND SOCIAL PLAN (CALL CIRULAR), AND ITS USE IS MANDATORY FOR SECTORS AT CENTNATIONAL, PROVINCIAL AND DISTRICT LEVEL; THE GENDER ISSUES IN THE MATRIX REFLECT THE COMMITMENTS OF THE SECTORS AS SPELLD OUT IN THE NATIONAL ACTION PLAN FOR THE ADVANCEMENT OF WOMEN AND GUIDELINES OF THE PQG, PARP ETC
