Purpose Introduction of Regional Advisory Councils. Regional Assets of Trauma Service Area – Q. Mitigation of the loss of life and property through early meteorological predictions for Healthcare Communities. 2

What does the rest of the U.S. think when Texas says, Disaster? 3

Texas is divided into 22 “Trauma Service Areas” or “TSA’s”. Houston and surrounding 9 counties is TSA-Q or RAC Q: Austin, Colorado, Fort Bend, Harris, Matagorda, Montgomery, Walker, Waller, and Wharton counties. South East Texas Regional Advisory Council (SETRAC) is the organization that is the “contractor” and administrator of ASPR, Trauma, County, and Tobacco settlement funds. These funds are utilized for a variety of purposes to include providing regional cooperative planning for Stroke, Trauma, Cardiac, and Healthcare Provider Preparedness programs. 5

SETRAC is a non-profit company 501 (c)(3). It is a direct contractor for the Texas Department of Health and Human Services. Coordinates PLANNING, RESPONSE, and RECOVERY for more than 107 hospitals in the region. Also works with fire, EMS, dialysis, nursing homes/DADS, City/County OEMs. Coordinates with the Regional Hospital Preparedness Council the (RHPC) staffing and training of the Catastrophic Medical Operations Center (CMOC). 6

“A Coordinated Response to Large Scale Incidents” The goal of the EMTF program is to provide a well coordinated response, offering rapid professional medical assistance to emergency operation systems during large scale incidents. The four components are: Ambulance Strike Teams (5 per Region) Mobile Medical Unit Teams (1 per Region) Ambulance Bus Teams (2 per Region) RN Nurse Strike Teams (5 per Region) Texas has worked collaboratively with the eleven (11) Public Health Regions and the twenty-two (22) Regional Advisory Councils to identify eight (8) EM- TF regions in Texas. 31
