NATO Business Process Review Dec 2009 Early 2009 – initial review of committees revealed a number that were dormant & subsequently removed; Dec 2009 a review began and questions were sent to committees to determine: How many issues a committee was covering; Whether committee’s members were fully engaged; Whether a committee needed to be “permanent” were being covered; Goals of the study: Improve advice to the North Atlantic Council (NAC) Examine the value delivered by individual committees & how their work be continued Reduce fragmentation of issues & propose a more rational structure Clarify the committee structure Enable more efficient use of international staff and international military staff resources w/o increasing overall personnel numbers

Results of Study & Staff Proposal Considerable savings in number of “entitled groups” (chartered groups that meet regularly); reduction of 39 Sub-committees & Working Groups Advantages: No need to change NC3O Charter (independent of subordinate NC3B structure) New structure was envisioned to be more responsive, productive, efficient & effective and produce outcomes that support fulfillment of the NC3 strategic objectives Disadvantages: Significant disruptive change to status quo Managing national contributions (people, studies, & funds) would be labor intensive Risk that some important but not highly visible activities would be “lost” during the restructuring; believed to be avoided or mitigated through careful inventory of current work being performed Risk related to cost, time and performance of the overall proposal
