2 General comment TOR for the Polish team with regard to C3 is still to be discussed with Regional Coordinator later this month  Material being presented needs to be treated as a draft version

3 Setting Component 3 within the overall programme Regoverning markets - objectives Phase 1 – tracing structural changes taking place in the agri-food sector Phase 2 – provision of support to public and private sectors to guide and inform the management of these changes in a constructive manner

4 Setting Component 3 within the overall programme C3 objectives Create the environment within which anticipatory policy can be taken at all levels: –National –Regional –International

5 Setting Component 3 within the overall programme C3 objectives (2) Complement the puzzle comprising C1 (empirical research) and C2 (development of innovation and good practice) Ensure effective linkages between C1, C2 and C3 Weld all these three elements together

6 Core activities of C3 Set the conceptual framework for the debate on changes in agri-food sector Foster the direct engagement of a range of interested stakeholders with the policy process Provide an environment in which all stakeholders can plan for change and help to ensure that needs of and opportunities for small-scale producers and SME can be better secured

7 Tasks for the Polish team Setting the conceptual framework (April- June 2006) 1)Identification of stakeholders and stakeholders’ coalitions in dairy sector in Poland, in particular mapping: existing forms of co-operation communication channels 2)Drawing out key implications of change to the core groups

8 Tasks for the Polish team (2) Fostering the direct engagement of a range of interested stakeholders with the policy process (August-December 2006). 1)Dissemination of information collected while setting the conceptual framework (policy notes) 2)Establishing Reference Group 3)Creating the environment for shared learning and policy dialogue (workshop initiating debate) 4)Encouraging learning alliances, policy processes with multiple stakeholders at country and regional levels (advice and co-operation, policy meetings)

9 Tasks for the Polish team (3) Supporting changes ensuring that needs of and opportunities for small-scale producers and SME can be secured (from July 2006 onwards) 1)Disseminating outputs from C1 2)Incorporating in policy dialogue lessons emerging from C2 3)Building local capacity to continue to inform the policy debate once the project is finished

10 Tasks for the Polish team (4) In addition: Polish team is obliged to report to Regional Coordinator on the progress achieved (July 2006; December 2006; July 2007) While implementing C3 Polish team would, at least indirectly, participate in the process of information sharing within interntaional learning alliances
