FAILING TO PLAN IS PLANNING TO FAIL!!! Any emergency starts as a small incident BUT has the potential to become a major accident if not controlled in time. Control is necessary at incipient stage. A WELL OILED MACHINERY HAS TO BE IN PLACE IN DELHI NCR, EVEN A VERY SMALL INCIDENT CAN BE PORTRAYED UNFAVOURABLY!!!

OBJECTIVE OF THE ERDMP Safeguarding lives, environment and property at site and in its neighborhood; Containing the incident and bring it under control and restore normalcy at the earliest; Minimize damage to lives, property and environment; Rescue and treat casualties on priority; Assist district administration in evacuating people to safe areas; Extend necessary welfare assistance to casualties.

HOW WILL IT BE DONE? Providing information to all concerned on the estimated consequences of the events that are likely to develop; Warning and advising people who are likely to be affected; Mobilizing on-site and offsite resources; Calling up assistance from outside agencies; Initiating and organizing evacuation of affected people; Providing necessary first aid and other medical services that may be required; Collecting data on the latest developments, other information and requirements; Coordinating action taken by various agencies

Fire due Gas Leak Short Circuit in CNG vehicle Hose pulling / Hose Snaking Failure of Joints of Tubings / Nozzles / Break away Coupling / Bursting of Dispensing Hose Overturning of LCV - Mobile Cascade on Road

Probable Emergencies PNG: Gas Leakage due to: MDPE Line Damage due to Third Party Steel Pipeline due to Third Party Failure of Fittings (Flange Joints, TF, Regulators, Meters, Valves, Filters, Flow meters, Gauges, etc) Gas Leak due to above and Fire Falling a person from height Gas Leak and Fire inside Customer Premises due to: Unsafe Work Practices (by Customer or by Our Contractors) Failure of Fittings inside Customer premises Ethyl Mercaptan Leakage

POSSIBLE HAZARDS JET FIRE, FLASH FIRE OR UVCE DUE TO: Leakage through any valve, equipment (such as metering skids, filter etc.), small bore connection or flange/ gasket/ joint (such as Insulation joint) in the over ground sections at the SV, Dispatch or receiving stations. Leakage from pipeline section piping in either the underground or over ground section. Sudden opening of safety valve in the over ground section. Escape of gas during maintenance/repairs carried out During gas venting at the stations

As per PNGRB Gazette Notification GSR 39 (E) LEVELS OF EMERGENCIES …L1, L2, L3 Level 1: This is an emergency or an incident which - Can be effectively and safely managed and contained within the site, location or installation by the available resources; Has no impact outside the site, location or installation. Level 2: This is an emergency or an accident which – Cannot be effectively and safely managed or contained at the location or installation by available resources and additional support is alerted or required; Is having or has the potential to have an effect beyond the site , location or installation and where external support of mutual aid partner may be involved. Is likely to be danger to life, the environment or to industrial assets or reputation. Level 3: This is an emergency, incident with off-site impact which could be catastrophic and is likely to affect the population, property and environment inside and outside the installation, and management and control is done by district administration. Although the Level-III emergency fails under the purview of District Authority but till they step in. it should be responsibility of the unit to manage the emergency. Note: Level-I and Level-II shall normally be grouped as onsite emergency and level-III as off-site emergency.

Minor Fire due Gas Leak Short Circuit in CNG vehicle or any Station Equipment Hose pulling / Hose Snaking Failure of Joints of Tubings / Nozzles / Break away Coupling / Bursting of Dispensing Hose Minor Gas Leak in MDPE Line Failures from MDPE Line or Steel Line Fittings Minor First Aid Injuries to Workers or Employees

LEVELS OF EMERGENCY RESPONSES… L1, L2, L3 (As per IGL’s ERDMP) Level 2: Level 2 Emergency may include the following Scenarios at our CNG stations & PNG Sites: When the Level 1 Emergency could not be controlled and situation becomes uncontrolled and require intervention of external sources / help like Safety Disc Rupture in a Bus at CNG station and Caught Fire. Gas Leakage due to Station Tubing Joint /Ferrule Failure and subsequently caught fire engulfing CNG Vehicles came of refilling at CNG Station. Failure of Steel Pipeline due to Third Party Damage and subsequent Fire. Fire in Customer premises. Gas Leak and Fire due to the LCV Accident on Road

LEVELS OF EMERGENCY RESPONSES… L1, L2, L3 (As per our ERDMP) Level 3: Level 3 Emergency may include the following Scenarios at our CNG stations & PNG Sites: When the Level 2 Emergency could not be controlled and situation becomes uncontrolled and disastrous and requre help of district authorities like NDRF, etc. Ethyl Mercaptan Leakage & Spillage at the time of Handling, Unloading / Dosing. Main Pipeline Failure and Isolation could not be done due to - Natural Calamities like Floods, Earthquake. Sabotage and Arson during riots Aerial Attack Terrorist Attack Rupture of CNG Cylinders of Onboard Vehicle Cylinders, Mobile Cascade Cylinder, Stationary Cascade Cylinders leading multiple casualties.

Media & PR Representative (Corporate Communication: Pass on information if required to media / press in coordination with Chief Coordinator Incident Coordinator (Control Room Incharge) Rush to site along with the representatives of Mechanical, Electrical, Instrumentation & Civil & take action for isolation of gas line After clearance of emergency, check site & give All Clear for operation. C&P: DGM (Stores) – Rush to Stores DGM (C&P) – Rush to Emergency Control Center / Corporate Office INCIDENCE CONTROLLER / SHIFT INCHARGE (LEVEL 1 EMERGENCY ESCALATED TO LEVEL 2)- Communication will be done as marked INCIDENT Fire & Safety Coordinator Rush to Incident Site Mobilise his team and Assist District Authorities & Keep Chief Coordinator updated. Finance Coordinator Nominate representative at site & arrange financial aid at head office for any emergent requirement of chief cordinator. PNG / CNG: Take Action to stabilise his area & necessary isolation (if required). Pass on information to HODs and concerned. HR Coordinator (Welfare / Security) Help to affected employees and their families, Arrange for Ambulance / Hospitalisation & Welfare measures at site. Communicate with Factory Inspectorate (If required). Marketing Officer: Rush to site, Assist other departments in mitigating emergency & extend all possible help to injured & their family members in coordination with HR coordinator. LEVEL 3 EMERGENCY PROCEDURE FOLLOWS IF THE CONDITION ESCALATES

ERDMP COMMUNICATION CHART WITH ROLES & RESPONSIBILITIES LEVEL 3 CONTROLLERS AT INCIDENT SITE CONTROLLERS AT ECC (EMERGENCY CONTROL CENTER) For Assisting Disaster Management Group HODs (Fire & Safety, Operations, Instrumentation, Electrical, City Gas) and Representatives of HR , Finance, Marketing & Civil will rush to site and Coordinate. MD, DC, VP (Marketing), VP (E&P), VP (Finance), GM (C&P), GM (Projects), HOD (Corporate Communication), HOD (HR), HOD (Regulatory Affairs) – For information to CCoE, PNGRB, etc. CHIEF COORDINATOR (CC): - MD / DC will be the Chief Coordinator (in their absence VP (Marketing) – Factory Manager will be Chief Coordinator. CC will arrange all necessary support / arrangements to control emergency & help to injured and their family memnbers. CHIEF COORDINATOR (CC): - Looking into the site requirement Chief Coordinator may station his team at Emergency Control Center or at site.

PIPELINE “EMERGENCY SHUT DOWN” OR ESD Total ESD of pipeline system (shutdown of the entire pipeline system- initiated in case of major accident in areas/places/locations along the pipeline. Localized ESD of Pipeline System (shut down of limited facilities along the pipeline- initiated when the cause of ESD is limited to a small area in the pipeline. CNG Station ESD (shut down of individual CNG station)

EARTHQUAKE AND OTHER NATURAL CALAMITIES MAJOR EARTHQUAKE AND OTHER NATURAL PHENOMENA: Total ESD of pipeline is operated by GAIL DESU-MARUTI pipeline, GAIL DESU-B’GARH pipeline, GAIL SV3 TO SONEPAT pipeline, GAIL DESU –NOIDA PIPELINE, GAIL GREP pipeline to stop gas supply to IGL. The Shahibabad and Mayur Vihar Tap off are also to be isolated in order to stop total gas supply to IGL network. SMALL SCALE EARTHQUAKE: Area Control Room Engineer to isolate local isolation valve to stop gas supply to affected area.
