He was a major author of the Declaration of Independence He was the leader of the Democratic Republicans. He favored a weak national government. He supported states’ powers and small business and farmers. He opposed a national bank.He bought Louisiana from France (Louisiana Purchase).Lewis and Clark explored this new land west of the Mississippi River.

He was offered command of the Union forces at the beginning of the war but chose not to fight against Virginia. He opposed secession, but did not believe the union should be held together by force. He urged Southerners to accept defeat at the end of the war and reunite as Americans when some wanted to fight on.
