DOT Submittal Requirements A Manufacturer’s Perspective Andrew S. Fulkerson DOT Market Specialist The Euclid Chemical Company

What do the following product types have in common? Rapid Setting Cement Based Repair Materials Epoxy Adhesives Non-Shrink Cement Based Grouts

They all have an ASTM Standard Specification that gives Pass/Fail Criteria. ASTM C Epoxy Adhesives ASTM C Rapid Setting Cement Based Repair Material ASTM C Non-Shrink Cement Based Grouts

Does this matter? NO!!

Most DOT’s require independent laboratory testing for their specification. These testing requirements may include the following: ASTMASTM Modified ASTMModified ASTM State Test MethodsState Test Methods National Transportation Product Evaluation Program (NTPEP)National Transportation Product Evaluation Program (NTPEP)

NTPEP NTPEP is a testing program through AASHTO that utilizes the laboratories of certain DOT’s to test a wide array of products. Curing Compounds, chemical admixtures, polymer modified overlayments, and rapid setting repair materials, to name a few. Curing Compounds, chemical admixtures, polymer modified overlayments, and rapid setting repair materials, to name a few. Now lets throw more requirements into the mix!!!!

NTPEP Alabama Alabama Colorado Colorado Georgia Georgia Kentucky Kentucky Louisiana Louisiana Maine Maine Missouri Missouri New Jersey New Jersey Tennessee Tennessee Wisconsin Wisconsin All ten of the following States require this testing along with an independent laboratory report to show compliance to their actual specification for Rapid Hardening Concrete Repair.

What does this mean for Manufacturer’s 1. Additional cost for product approval 2. Delayed results, NTPEP testing is done once a year and has a two year testing cycle. Colorado requires this testing to be re- started every 3 yrs after approval. Colorado requires this testing to be re- started every 3 yrs after approval. NTPEP requires it every 5 yrs after initial testing is conducted. NTPEP requires it every 5 yrs after initial testing is conducted.

One example was given regarding the amount of testing required to get a product approved in multiple State’s. Manufacturer’s must choose the right product to meet the specifications but also to give a return on investment.
