© 2001 The Parlay Group, Inc. All Rights Reserved. Proposed WG activities 1. Identify requirements for Parlay APIs to enable priority services to authorized users during emergency and congestion scenarios – service scenarios – specific requirements 2. Introduce contributions to other WGs that suggest examples of how the requirements could be satisfied 3. Provide Feedback into the Parlay UML model

© 2001 The Parlay Group, Inc. All Rights Reserved. Objective Identify requirements and introduce contributions for Parlay APIs that enable equipment manufacturers, network operators, and service providers to develop and offer a wide range of priority services to authorized users that aid in a high probability of completion for emergency traffic during a crisis situation when networks may be restricted due to damage, congestion or faults

© 2001 The Parlay Group, Inc. All Rights Reserved. Goals Develop requirements and contributions to support ETS - e.g. the Parlay call control, policy management, UI APIs - for multiple types of: –communication (data, , video, multimedia) –networks (wireless, packet) –technology (protocols, architectures) Address impact to Mobility, PAM, Charging and Framework APIs (e.g. for location-based service, accounting bypass, security, etc.) Achieve broad-based involvement across Parlay member companies –Several members have already expressed interest in joining the ETS WG: Sun, SBC, SAIC, NCS, Ericsson Engage and coordinate ETS work with ITU-T, IETF, 3GPP, MSF, JAIN, ETSI and other groups

© 2001 The Parlay Group, Inc. All Rights Reserved. Deliverables White Paper on ETS in the context of Parlay and Next Generation Networks and Ongoing ETS Standardization Activities (ITU-T, IETF etc.) –Scope and direction –Sample scenarios Detailed ETS Requirements for Call Control ETS Contribution to Call Control WG Detailed ETS Requirements for User Interaction ETS Contribution to User Interaction WG Additional deliverables to be defined in further phases

© 2001 The Parlay Group, Inc. All Rights Reserved. WG Discussion: ETS Overview ETS enables effective communication for emergency operations during times of severe network congestion due to man-made or natural disasters –Basic service includes priority access, user authentication, and enhanced routing, exemption from Network Management Controls –Several countries already offer some emergency telecommunications services: Canada: Line Load Control to deliver priority dialtone USA: GETS Japan: I Am Alive via web site registration

© 2001 The Parlay Group, Inc. All Rights Reserved. WG Discussion: ETS Overview (continued) Need to extend A/IN-based and switch-based priority services defined for ETS calls to Next Generation networks and open APIs such as Parlay Background white papers etc: –Vernon Mosleys presentation to the Parlay group at San Diego, 5/23/01 See –See also IETF Drafts and Recommendation E106 3 Parlay ETS proposal presentations have been made at San Diego and in Munich Simple example in Parlay: Enhancing Calling_Party_Category parameter for call control by new value

© 2001 The Parlay Group, Inc. All Rights Reserved. Challenges Minimizing changes to existing Parlay APIs while ensuring ETS functionality is met: –Keeping in mind backward compatibility –Through introducing optional parameters Coordinating with the other Parlay working groups: Two-way interaction required (e.g. with Call Control working group) Collaboration process with ITU-T, IETF, 3GPP, MSF, JAIN, ETSI

© 2001 The Parlay Group, Inc. All Rights Reserved. Logistics Meet the deadline for the Parlay 4.0 (2Q02) Spec Release Meetings –3 Working Group meetings/year –Conference Calls as and when needed Web Page, List and Exploder –Initial page and list already set up –Web site: – exploder set up Formation –Interest, commitment and sufficient number of participating member companies to ensure completion of deliverables

© 2001 The Parlay Group, Inc. All Rights Reserved. Dates for Deliverables Dec 2001: –Draft White Paper (including sample scenarios) on ETS and Ongoing ETS Standardization Activities (ITU-T, IETF etc.) Jan 2002: –Final White Paper on ETS and Ongoing ETS Standardization Activities (ITU-T, IETF etc.) –Draft Detailed Requirements ETS in Call Control Feb 2002: –Final Detailed Requirements for ETS in Call Control –Contribution to Call Control WG for Hong Kong meting Mar 2002: –Draft Requirements for User Interaction Apr 2002: –Final Requirements for User Interaction –Contribution to User Interaction WG May 2002: –Revised contributions to CC/UI in preparation for P4.0 release
