Next Generation Consideration Points for the State of Florida L. Robert Kimball and Associates Joel McCamley, ENP – Vice President David Jones, ENP – Senior Consultant Tim Gundlach – Senior Consultant

A little about Kimball… Formed in 1953 as an A & E company HQ in Ebensburg, PA T & T Division started in 1997 – Kevin Murray & Brian Bark Today - 4 Divisions / employees Our Division employees, 40 ENPs, 4 PMPs (12 in training), 2 CCNAs Regional offices - 5 in PA, Melbourne, Wash DC, Richmond, Nashville, Dallas

What is NG 9-1-1? A system of systems or network of networks Calls for a change in the methodology to deliver a call to a PSAP Migrate from the traditional analog network to an IP enabled digital network Lays foundation for future data requirements of 9-1-1

NG9-1-1 Isnt Going to put all of us out of work Going to use the internet per se Going to keep trying to put a square peg in a round hole (wireless, VoIP) Going to go away, the public is demanding it by adopting new technologies

What is The Definition of NG9-1-1? I dont care but it better: –Improve public safety –Make a call takers job easier –Make response quicker, better and more efficient –Break down jurisdictional boundaries and silos of critical information –Enable the seamless exchange of information –Provide better service to the public

Where Are Most NG9-1-1 Projects Taking Place?

Where? National DOT Project County Level RegionsStatewide

Options for consideration……. Myflorida.net – Agreement w/LEC(s) Intrado IEN LEC network ILEC / CLEC / CATV State or Region – Fiber/Microwave transport Others

The US DOT Project Booz Allen Hamilton Leading technology and management consulting company National Emergency Number Association The National Voice of the community L. Robert Kimball & Associates Leader in design and implementation of E9-1-1 / IP-based E9-1-1 systems Texas A&M University Internet2 Technology Evaluation Center Developer of a prototype NG9-1-1 system

NG9-1-1 Project: Overview The Booz Allen Hamilton team (NENA, Kimball, and Texas A&M University) have been contracted to develop and validate requirements for NG9-1-1, define a system architecture, and develop a transition plan that considers responsibilities, costs, schedule, and benefits for deploying IP-based emergency services across America. The following tasks are included: Task 1: System Architecture Development Revision of the Concept of Operations (ConOps) Definition of functional requirements / high-level architectural design Task 2 / 4: Transition Analysis Estimation of the NG9-1-1 benefits and costs Identification of critical system deployment issues Development of plan for transitioning from todays to NG9-1-1 Task 3: Design and Demonstration of Proof-of-Concept Design, development, and demonstration Proof-of-Concept system

US DOT NG9-1-1 Project Objectives Capitalize on advances in technologies that: Enable calling from any networked communication device.Enable calling from any networked communication device. Enable geographic-independent call access, transfer, and backup among PSAPs.Enable geographic-independent call access, transfer, and backup among PSAPs. Encourage a flexible, open, non-proprietary and secure system architecture and deployment of and interoperable internetwork.Encourage a flexible, open, non-proprietary and secure system architecture and deployment of and interoperable internetwork. NG9-1-1 Project: The Approach

Kimball NG Projects States – Delaware, Indiana, Maine, Maryland, Minnesota, Missouri, Montana, New Mexico, Pennsylvania, South Carolina, Tennessee Regions - Quad Cities (Illinois), Allegheny County (Pennsylvania), Greater Harris County (Texas), NCTCOG (Texas), District of Columbia, Snohomish County (Washington)

NG Challenges and Lessons Learned FundingTiming Traditional service providers Changes in traditional roles –Call taker –PSAPs –State How to coordinate? State, Region or County? Equipment procurement – Am I buying the right thing? Changing the mindset

Remember to think about….. RadioALI GIS (Next Gen GIS?) Open Architecture and Standards based RedundancyDiversity Connectivity to other networks

Where to go from here? Where to go from here? Assessment – figure out what the options are Strategic Planning – given the options what is the best path forward Design and Procurement – open and competitive Implementation – oversight and contract compliance Management and Maintenance – ongoing operations Seek Assistance if overwhelmed Seek Assistance if overwhelmed

The Road Ahead Keep an eye on the Federal DOT project Keep the issue about improving public safety Challenge the entrenched players who dont want to change Embrace the change, it is going to happen and has to happen whether we want it to or not
