Challenges in AT Reuse 2006 We didn’t know what we didn’t know. Jeremy Buzzell, 2006 Cessi found 3 reports on 2006 AT Reuse programs. In 2009 there are now historical (1), economic (2); some comprehensive “how to” policy manuals; and, several evidenced- based outcome studies (3) of AT reuse.

Challenges in AT Reuse 2006 We didn’t know the scope of device reuse. How many device reuse programs are there? - No national database of programs existed. How many devices are reutilized nationally? - There was no data on what kinds of devices are reutilized. How many individuals receive reutilized devices nationally? There was no data on what kinds of persons with disabilities benefit from AT reuse.

On-Line Database Listing of AT Reuse in 2009 As of September 9, 2009, the number of states and programs listed has increased to 174 (from 162 a year ago). What are the regulatory issues? - What federal agencies have oversight of these practices? - How can a reuse program be sure it is “complying” with applicable regulations?

Quality Indicators and standards designed to help programs improve quality Added entire section on sanitization and liability to the IQ-ATR following guidance of NTF member, Dr. Sara Sack. Many programs have received specific TA on liability and policy matters from Jessica Brodey and have policy and operational guidelines now.

Is there a benefit to consumers associated with reuse? - What should be considered the benefit: receipt of AT, cost savings, clinical outcomes? - How to measure a benefit to consumer? - Do some consumers benefit more than others? Is there cost savings associated with reuse? - If so, to whom and how to measure it?

Challenges in AT Reuse 2006 We didn’t know the “value” of device reuse. Data collected from AT Act grantees shows substantial cost savings data. Individual programs collect additional data such as Return on Investment, and environmental impact data. The Pass It On Center will continue to work with stakeholders to identify the outcomes and benefits of device reuse.

What are the “best practices” in device reuse? - What practices lead to good outcomes? - What practices lead to cost savings? - What practices lead to sustainability?

The 2006 national conference identified programs needing best practices in: Storage Transportation/Distributi on Labor Tracking and Managing Inventory Data collection Marketing and public awareness Sustainability and funding Appropriate disposal of devices Finding and retaining qualified staff Training staff and volunteers Determining the acceptability of devices (age, condition, type) Matching person to device Provide training and follow-up to consumers Standards for cleaning and repairing

Work in Process! –A priority requested by NTF in July 2008! –Excellent information from various AT reuse programs – a work in process! –Over 303 entries of information with 100 – 150 links to references –Vetting process through extensive usability testing process –Actively working on downloadable step-by-step posters for sanitization –Actively working on sanitization room set up –Actively working on videos demonstrating sanitization process and other AT reuse tasks

Challenges in AT Reuse 2006 We didn’t know the affects of reuse in “the long run.” What is the useful life of AT (both technologically and clinically)? What is the net effect on the AT/DME industry? - Positive, negative, or neutral? Is there an environmental impact?
