Bourton on the Water Parish Council George Moore Cottage Hospital Community Centre Project UPDATE

Background George Moore Cottage Hospital given to the village in 1927 Project petitioned by a significant number of villagers in 2010 Glos. County Council launched a Big Community Offer 2011 PCC created a task force in 2011 to deliver a Community Centre The project attracted widespread support from local government and Geoffrey Clifton-Brown, MP for the Cotswolds The PC gained GCC’s support for the Community Centre project and praise for the village’s vision

Proposed facilities Library Police Hub Parish Council Office Accommodation for Youth activities Various rooms for hire by local groups Office space for start-up and other businesses Complementary health, welfare and dental facilities Community Café A DELIVERABLE PROJECT – WITH COMMUNITY SUPPORT

Benefits for the village Provides the village with a hub for community services Creates an accommodation opportunity for complementary health & welfare services, including dementia; deaf; blind; chiropody; chiropractor Provides for an NHS dental practice into the village Creates office and start-up business space There will be Flexible space, for hire The Library service, using volunteers to assist full-time staff Lunch-club gatherings protected Employment opportunities created Protects the Moore Cottage Hospital for future generations A FOCAL POINT FOR VILLAGE CONTACT & SERVICES

Highlights of the benefits The convenience of having an NHS dentist in the village A better library service which opens more often, and for longer Re-introducing space for youth activities to take place locally following closure of Bourton’s Youth Club GCC local support teams based in Bourton New job opportunities for residents and businesses AN OPPORTUNITY FOR BOURTON TO GET VALUE

Current situation GCC voted “to implement the Bourton on the Water Community Centre Business Plan” GCC and the PCT are working together to maximise the value of 2 sites: –Salmonsbury House –Moore Cottage Hospital Listed building and modern wing GCC will purchase Moore Cottage Hospital GCC will sell Salmonsbury House and the Hospital’s modern wing GCC wish to accommodate Community Support Staff in Bourton-on-the-Water The two plans can be accommodated in the Moor Cottage Hospital The Parish Council is in discussion with GCC to agree implementation A VERY POSITIVE OUTCOME FROM WHICH WE CAN PROCEED

Project timetable GCC will purchase the Hospital by the end of March 2013 Refurbishment will happen during 2013: – detailed planning started The Community Centre should open in 2014 A PHASED OCCUPATION

Acquisition costs and funding The Parish Council planned to purchase and refurbish the hospital - detailed refurbishment costs have been drawn up Funding is expected from: – the sale of the Parish Council Office; – a share of the funds generated by the sale of the local Library/Youth centre site; – Parish Council’s surplus funds. The overall capital costs are understood and have been probed – a contingency sum has been included A small mortgage to be raised to cover the difference between the capital costs and available funding AFFORDABLE CAPITAL COSTS

Annual Operational costs -Village Agent drop-in sessions-Complementary health and welfare facilities-Meeting rooms of varying sizes -Café -Office accommodation -Village Agent drop-in sessions-Complementary health and welfare facilities-Meeting rooms of varying sizes -Café -Office accommodation Allowance has been made for the running costs prior to occupation Staff costs for maintenance and security will increase from Year 2 The Plan shows an operational shortfall of about £14,000 The Parish Council’s regard the Community Centre as so important to the village that the opportunity should not be lost The proposal is to ask the village to support the Community Centre through an increase in the precept The cost per Band D property will be £9.48pa With your support the village can afford the Moore Cottage Hospital Community Centre project A DELIVERABLE PROJECT WITH THE VILLAGE’S SUPPORT

Summary The villagers themselves launched the idea for the project, and highlighted the need for a Community Centre Parish Council’s Project Business Plan gained widespread support GCC are fully supportive of our Plan The benefits of the Community Centre will be considerable and long lasting A one- time opportunity to provide local community services for the long term The Plan now needs your support and commitment A NEW COMMUNITY CENTRE FOR BOURTON CAN OPEN IN 2014
