Japan reasons to expand  1) needed raw materials and new markets for its products  2) show Western nations how far Japan had advanced

After Boxer Rebellion  Russian troops stayed in Manchuria  Russia forced China to lease them a railway line and a port  To Japan… it looked like the Russian would take over Manchuria

1902  Japan signed an alliance with Great Britain to protect interests in China, Manchuria, and Korea against a third party  The Anglo Japanese alliance meant prestige for Japan
