2 UPDATE ON GAMESA DEVELOPMENT ACTIVITY IN THE NORTHEAST Completed construction and sale of 80 MW Allegheny Ridge Wind Farm Portage, PA 70 MW North Allegheny Wind Farm complete by end of 2008 Next projects on the radar are 50 MW Chestnut Flats Wind Farm and 50 MW Sandy Ridge Wind Farm Both on the Allegheny Front Other projects in various stages of development in West Virginia, New York, Virginia, and Ohio

5 CHALLENGES TO WIND FARMS IN WEST VIRGINIA Organized local opposition groups NIMBY, CAVE, BANANA Construction Some of the windiest sites are the most remote or have been surface mined Environmental issues Birds, bats, and threatened or endangered species WV Public Service Commission Lengthy process for project approval

6 GAMESA DEVELOPMENTS IN WV Rich Mountain Wind Farm Randolph County – 80 MW Dobbin Ridge Wind Farm Grant and Tucker Counties – 80 MW Stone Steps Wind Farm McDowell County – 60 MW Nicholas Wind Farm Nicholas County – 60 MW

7 RICH MOUNTAIN WIND FARM 80 MW proposed in Randolph County ~ 4,000 feet in elevation 8 miles of privately owned ridge-top Within the proclamation boundary of the Monongahela National Forest Critical issues analysis indicated several areas of possible concern Expected to need Incidental Take Permit due to Indiana Bat Potential view shed concerns Currently evaluating cost/benefit of project
