3. Strategies to Control Energy Costs Base Load Capacity – Foundational requirements for electric generation. Basic energy to keep all systems operational on a continual basis. Provided by large, centralized coal and nuclear generating capacity.

4. Strategies to Control Energy Costs Intermediate Load Capacity – Additional requirements for electric generation. Called upon during different times of the day based on current activities. Provided by facilities located in remote areas of electric service grid.

5. Strategic Placement of Turbines Ohio Power Siting Board: Authority for projects generating 5 megawatts or more into one interconnection point. Local Government: Authority for projects less than 5 megawatts into one interconnection point, and on-site facilities.

6. Strategic Placement of Turbines Environmental: Setbacks, noise, shadow flicker, electromagnetic interference, impact on natural resources. Economic: Project provides for of energy needs – local, state, regional and/or national. Aesthetic: Impact to historical and/or significant features.

7. Strategic Community Outreach Coordinated efforts involving the developer, government and regulatory agencies at the township, county, state and in some cases, the federal level, economic and regional development authorities, community organizations and interested individuals.

8. Strategic Community Action Creation and development of a project that addresses environmental concerns, considers aesthetic needs and provides economic benefits.
