XAO-Top Issues Common Delivery of Installations Support Recent BRAC proposal included recommendations for “joint basing” opportunities to include 12 joint basing arrangements Created Common Delivery of Installation Support (CDIS) Work Group to: Develop policy and create “a strategic framework for delivery of installation support services Established Service Standard Teams (SST) to draft cross-service standards Airfield Ops SST meets 28 Nov-2 Dec NOTE: The main issue for us is that the CSAF said Airmen would open and operate airfields. Gen Fox, AF/ILE and OPR for this recommended the Air Force provide airfield operations for Army and Navy bases included in the 12 basing arrangements CDIS will become the foundation for joint and regional basing agreements as mandated by BRAC 2005. BRAC 05 calls for 12 joint Basing arrangements. CDIS is the framework that will consolidate agreed to installation support functions at adjacent or nearby installations under one military department in order to reduce duplication and save money. Service Standard Teams (SST) will establish cross-service standards. Separate SSTs for Airfield Ops and Range Ops will meet 28 Nov- 2 Dec. Maj Decker was told that leadership has not decided how to approach Airfield Operations yet. The only information he received in that aspect is that the AF does not intend to give up that responsibility at any AF base and will probably expand our responsibility to cover the Navy and Army airfields in the joint basing agreements the AF is involved in

XAO-Top Issues IFR Services Inherently Governmental Pres Clinton signed Executive Order 13180, Dec 7 2000, designating air traffic services as an inherently governmental function Pres Bush signed Executive Order 13264, Jun 4 2002, deleting the phrase “an inherently governmental function” from Exec Order 13180 DOT/FAA contract some towers but intend to maintain IFR and busier tower facilities as if they are inherently governmental ANG/SCF asked AFFSA if ANG could contract IFR services or do we follow DOT/FAA lead AFFSA/XA drafted a letter requesting AF/JAG perform a legal review -- No response to date AFFSA/XA’s position: based on Exec order 13264, AF/ANG should be able to contract IFR services HQ ANG/SCF asked AFFSA/XA if Air Traffic Control is still classified as inherently governmental and whether or not it is now feasible to contract IFR services. Executive Order 13264 of June 4, 2002 amends Executive Order 13180 of Dec 7, 2000, which designated air traffic services as an inherently governmental function. Executive order 13264 says “Section 1. The first sentence of that order is amended by deleting ‘, an inherently governmental function,’”. AFFSA/XAO submitted a letter to AF/JAG asking for a legal review of the issue. AFFSA had asked a similar question in 1999, before Pres Clinton made ATC services inherently governmental. Legal did not give a straight answer one way or the other but basically said we should do what the FAA does even though there was no real legal reason to compel us to

XAO-Top Issues MDS Playbook Phase One: Compile established “generic” tactics per MDS in a manner easily interpreted by ATCrs; received some info from AMWC AMWC POC is still working specific MDS information -- AMWC POC TDY this past month and has not provided info yet ACC does not compile “generic” procedures at a central location CC directed we develop an MDS playbook that outlines, by MDS, requirements for tactical approaches/arrivals to be distributed to bases in the AOR. XAO is working with the Air Mobility Warfare Center to acquire generic procedures for each MDS in AMC. ACC does not maintain procedures requirements at one location. Each unit develops their own. Once AMC provides us theirs we will acquire ACC MDS specific procedures for each location in the AOR.

Career Field Stats: Air Traffic Controllers FY05 Retention numbers First Term = 30% Second Term = 35% Career Airman = 97% Total Auth: 2949 – Total Asgn: 3005 = 102% (67% qualified) Selective Reenlistment Bonus (SRB) levels highest in AF: 4/ 6/ 5 SRB capped at $60K Chronic Critical Skills List E-5 - E-9 E-5 – E-7 FY04 – 57 additional stripes E-8 & E-9 FY04 – 9 additional stripes E-8 & E-9 FY05 – 9 additional stripes This graph shows % assigned against % authorized and if this was the only criterion we would be in great shape. However, it takes 12-18 months to train an air traffic controller after tech school. The medium blue column depicts the qualified manning. The greatest concern is the red line which shows the 7/9 level manning as a % assigned against authorized. Based on historical retention numbers (and other factors considered by AF analysis (DPYE)) experienced manning will reach critical levels. The drop forecasted does not take into consideration increased FAA hiring and may represent our best case scenario. In other words, it may go lower than forecasted.

Career Field Stats: Airfield Management 37 of 75 bases operating under reduced manning waivers (1 AM at counter) SRB zeroed out Chronic Critical Skills List Promotion Increases to SMSgt 3 additional E-8 stripes for FY05 CMSgt manning; Auth 10 / Assigned 8 = 80% New AFSC (1C7X1) separates AM from ARMS (1 Nov 04) FY05 training production rate dropped to 10 NPS for force shaping Will return to 74 for FY06 Airfield management 7/9-skill level manning is 86% and expected to drop to 60% in FY05. These personnel are critical to ensure a safe environment for airfield operations and provide experienced supervision. Competition for our experienced personnel comes from local, state and federal airports with varying pay scales based on airport complexity. In addition, DoD civilian and other aviation related career paths (FAA, NTSB, etc.) exist which far outweigh AF compensation.

XAR Hot Issues AEF Cycle 6 Waiver to 2-Hit/Teaming Posturing Policy Airfield Ops has historically operated under a waiver to the AEF Target Base Alignment UTC posturing protocol, due to manning shortages and home station support requirements Waiver allows MAJCOM FAMs to posture their bases’ UTCs across the full spectrum of AEF pairs (i.e., “multi-hit” or “peanut butter spread”) Per XA tasker, MAJCOM FAMs recently completed a UTC posturing drill IAW the Target Base Alignment Template; data projects significant UTC shortages across the spectrum of AEF pairs XAR is currently preparing the Cycle 6 waiver request for XOO coord, using the posturing drill, manning and AFWUS data; suspense to XOXW is 15 Jul 05 POC: AFFSA/XAR, Maj Steve Dion, DSN 857-5183 Command Directed safety investigation (concluded Mar ’04) identified requirement in AOR for controller use of NVGs Some were/were not using this equipment, no training, or standard employment AFFSA teamed with Night Vision Center of Excellence (Tuscon, AZ), to work up standard training program Kudos for NV Center for their ability to acquire 24 sets for our use Generation 3 equipment, binocular type, hand held, standard aviation …. meets the need of ATC for use in situational awareness in a mixed lighting environment AFFSA personnel went to NV Center to work up a new CBT for ATC using the existing programs utilized for basic aircrew training Focusing/checking the equipment will be done through wall projection NVG “eye chart”. For locations without projection equipment, a paper version is being developed Step by step procedures included Although this sounds rudimentary, must remember that many controllers have never been exposed to NVG use. Use of NVGs, lights out, in the NAS is not the norm (only exposure may be at Hurlburt) Next phase of CBT development will include photos from a contingency tower in a mixed light environment NVD “Kits” will be comprised of focusing procedures/equipment, CBT, and the NVGs CENTAF A3-ATC Forward and Rear are evaluating their requirements and will advise on shipping instructions SIDE NOTE: NVGs have been added to the table of allowance for ATC Tower UTCs and at base level. Not funded at this time. These NVGs are viewed as a ‘gap filler’ until equipment can be purchased. NVD specifications outlined in the AFI and on unit/UTC tables of allowance are specific to DoD aviation NVD standard—that is the 4949G…best image clarity/presentation for controllers improves safety of flight.

XAR Hot Issues AFI 13-220 Revision Draft version of the revised AFI 13-220, Deployment of Airfield Operations, was recently coordinated with MAJCOM Airfield Ops functionals Most MAJCOM functionals concurred with the draft with little or no comment, but a couple had concerns with the overall scope and flow of the document (e.g., too much of an “AEF 101”; not enough actual detail regarding Airfield Ops involvement/role in deployed ops) Way Ahead: XAR is coordinating an XAR/MAJCOM FAM working group meeting to work through the issues and formulate a revised AFI; planning on an early Aug meeting POC: AFFSA/XAR, Maj Steve Dion, DSN 857-5183

XAR Hot Issues Airfield Ops Combat Skills Training (CST) Per Apr 05 Airfield Ops Exec Session tasker, ACC and ANG functionals have convened a working group to develop a proposal for a single Airfield Ops Tactical Readiness Center (AOTRC) that will provide CST to all active duty / ANG Airfield Ops personnel Proposal deliverables include location (New London, NC, is the front-runner), equipment/facilities availability, curriculum, organizational structure, and resources (i.e., funding and manpower requirements) Goal is to be able to “train as we deploy” by providing CST for AOF leadership, ATC, AM, TERPS, and DATCALS maintenance in both general session and/or functional environments XAR is awaiting interim update from working group POCs POC: AFFSA/XAR, Maj Steve Dion, DSN 857-5183

XAE – Top Issues SWA AOR Support – Providing Site Surveys and Installation assistance for permanent installs of ASR, NAVAIDs in Iraq and Afghanistan Working with AFCESA to strengthen CE survey training programs in support of accuracies required for TERPS use Improved Modeling and Simulation capability used to predict impacts of changes environment surrounding NAVAIDs XR Support – DASR, MACS procurement efforts AFI 13-216 rewrite Support to XR’s DASR and MACS procurement efforts continue specifically DASR optimization procedures are being hashed out, and MACS performance requirements are a matter of contention.

XAE Hot Issues MPN-25 – [appears to be closed] Certification procedures needed to get system on-the-air are complete We identified system were not providing equivalent level of safety, appropriate test equipment had not been fielded Required test equipment items have been sourced from bases transitioning to DASR Two systems in theater are certified for IFR use CENTAF AOR Support   In recent years we have seen increases in support for CENTAF AOR Caused by two major factors: new bases in SWA, loss of E&I at Keesler meeting requirements now, siting requires most experienced techs, training at home is falling behind, beginning to impact eval schedule MPN-25 Efforts: We have (in conjuction with AMC) developed the procedures needed to certify the system, in this process we found that the test equipment originally packaged with the system was insufficient to ensure the system was providing an equivalent level of safety to other systems (TPN-19, MPN-14K). Specifically, UPM-155s (interrogator test sets) were not procured and are necessary for the secondary radar. Three UPM-155s were sourced from bases transitioning to DASR (does not require UPM-155) therefore believe this issue has been resolved. Recommendation: Informational only, no action needed at this time. CENTAF AOR Support: In the past few years we have seen an increase in site survey and NAVAID installation support requests from CENTAF AOR. This increase is mostly is because Engineering and Installation squadrons are no longer performing this mission. Sometimes this support can be handled by desktop study and sometimes it requires personnel in theater. For the last few years, there hasn't been a limit placed on the number of days TDY for each technician, the average number of days TDY in the division is around 120 days with some of the civilians reaching over 200 days per year. If a limit is placed on number of days we can send personnel TDY, and personnel numbers remain the same it will require a reduction in the regular eval schedule we can complete in order to support CENTAF requirements.

XAE Hot Issues MACS support - XR has recently required lots of support for MACS testing One tech TDY 140 days this year with 19 more days planned, another tech TDY 60 days for MACS we can meet these needs now, but if requirements increase or the number of days TDY is limited, it may have an effect on the regular eval schedule Manning Would like to make permanent one temporary civilian position that expires in 2007. Have asked the 11th Wing Personnel how to POM for an additional position. Wiould like to convert all SrA to SSgt Slots, this would greatly decrease training requirements, improving our ability to perform the mission because it would reduce the work load on our senior technicians  MACS support: We can support the eval schedule as planned, and support the two techs for MACS. Additional technicians will need to come from our pool of fixed-base radar technicians, putting them on MACS for a year would require a retraining period to get them back up to speed.

XAE Hot Issues DASR Commissioning/Optimization: We are now able to commission DASRs, five DASR systems are already commissioned-some have had return visits for optimization Optimization methods are still being worked so "comparing notes" we have been doing with Raytheon and FAA will be required for the next year or two - result will be an Air Force integral capability to optimize systems Civilian promotions Already upgraded 3 of 8 positions in XAE (2 GS-14s and one GS-13) Packages for upgrading the other 5 positions (all GS-12s) were submitted in late May. Waiting to hear the results of review by 11th Wing Military positions have been consistently downgraded over the years. O/a 1993, all the positions in XAE were TSgt or higher. Now, most of the positions are SrA or SSgt slots. Training: since we do all our training while TDY (except CBTs) no equipment here to train on, this is not the place for a junior technician to build experience. Capt Castor will contact Chief Watlington, the AF 2E functional to explore the possibility of raising the grades of our 5 SrA slots to SSgts.

XAE Hot Issues ILS localizer modification project XAE signed up to support ILS modification project years ago Last phase (one year follow-ups) are one-third complete XAE has completed our share of modification follow-ups, but we are taking on additional visits as we travel to other bases for baseline evaluations No significant impact resulting from delaying one-year follow-ups POC: AFFSA/XAE, Capt Castor, DSN 857-4870 all that is left to do are the one-year post-installation follow-up evaluations. Of the original 142 systems, 44 have been completed, and the MAJCOMS will take a number of the remaining systems. We have already done our share of the systems, but because we visit bases for other evals we will perform the vast majority of the systems when we are already there. There will be no impact to performing the one-year follow-up late as long as the systems continue to pass flight check and local maintenance shows the systems is within tolerance.
