Why do we need to change? We know there are many things that are good about what has happened in the past However… Too many ways to access services Pathways to services have not been clear Not always targeted on the greatest need Not enough shared information to enable understanding of need Families have had to tell us things a number of times Families want a more consistent and more coordinated approach

First Response Take a few minutes to talk with the person next to you What do you know about “ First Response” …anything or nothing?

Citywide First Response A new citywide First Response Team - the contact point for: anyone who has a concern about a child or when there is a request for help in meeting a child’s needs. Co located in a police building on Feeder Road in the city centre. When someone contacts with a concern about a child/young person the team will complete a “Request For Help Form” over the phone. The team will gather further intelligence about what is currently known (including police and health). The team will make a judgement about who should be dealing with the issue and allocate the case. e.g. Is it the area based Early Help Team? Is it Social Care? Is it the Disabled Children and Young Adult Service etc? They will inform the referrer about what is going to happen next… In time, some services will use a secure website to complete the Request For Help form

Some positive feedback about First Response All information was taken clearly. It really was a ‘First Response’. I had a phone call back the following day explaining the outcome. I felt reassured that the concern was being dealt with. Badock’s Wood Children Centre I phoned First Response. Within 30 minutes they called back to let me know the outcome of what they discussed…. They were appropriate with their response. I was really impressed with the speed. Henbury School First Response - The contact point for concern about a child or request for help to meet a child’s needs. Since the test-run started there have been some positive responses from referrers who have used First Response, including from: Badock’s Wood Children Centre (Southmead) “All information was taken clearly. It really was a first response. I had a phone call back the same / follow day explaining outcomes. I felt reassured that the concern was being dealt with. Henbury School: I phoned FR and within 30 mins they called to be le me know the outcome of what they discussed. I had a letter in the post the following day. They responded really quickly and were appropriate with their response. I was really impressed with the speed.

Area based Early Help teams Take a few minutes to talk with the person next to you What do you know about area based “Early Help teams” …anything or nothing?

The three area based Early Help teams CYPS will directly employ three small coordinating teams, one in each area, who will receive requests for early help from the First Response Team. These small coordinating teams will actively manage cases and specifically allocate each case it to someone in a service/agency. They will also track cases. These coordinating teams will work with multi-disciplinary engagement workers asking them to work with named children and families e.g. Family Intervention Team Workers, Bristol Youth Links Workers, Children’s Centre Workers, Voluntary and Community group workers or an Engagement Worker from Action for Children or Banardos (replacement CAF Workers) These teams will be known as area Early Help Teams It the North area test there is a meeting each Thursday morning to work collaboratively on “stuck” cases Describe what happens and what it is like in the north Thursday meeting. Who attends etc. explain about lessons learned and how this is a real test phase etc

Integrated Family Support Contracts have been awarded to: Action for Children for North and East Central Barnardo's in the South This ensures the good practice of the CAF will be built upon: more direct work with children, young people and families and less time and expense being spent on panel discussions.

The Early Help team… Area Based Early Help Coordinators Integrated Family Support Bristol Youth Links Health P.V.I Organisations Area Based Early Help Coordinators Police Family Intervention Team Explain how the V and C groups are included in the north test Teams will comprise a small number of early-help co-ordinators who will allocate and track cases (by keeping oversight of all the data) referred from the First Response team. Working with multi-disciplinary engagement workers, Early Help Team will seek to develop a wider ‘virtual team’; including for example: people working in Children’s Centres those providing Bristol Youth Links’ services and staff working in mainstream settings such as schools. Recommission to provide Integrated Family Support Workers Family Intervention Team workers (Troubled Families) Voluntary and Community Groups. Schools & Academies Children’s Centres Social Care

Single Assessment Framework (SAF) Take a few minutes to talk with the person next to you What do you know about the “Single Assessment Framework” …anything or nothing?

Single Assessment Framework (SAF) Over time the SAF will replace a current multiplicity of assessments so that families do not have to repeat information. (e.g. CAF, social care initial and core assessments etc ) All professionals and practitioners working with the family share appropriate knowledge. The SAF begins with a Request for Help, setting out the issues, what has already been tried and identifying the strengths within the family as well as the concerns. A “Lead Professional” is identified who leads on the assessment to provide: support to the child and family act as an advocate and coordinate the delivery of support services Haven’t included TAF. Explain what TAF is if appropriate

Summary – what are the key changes? A clear, actively managed pathway for how people access services and how they are assessed: Citywide First Response Team – contact point for anyone who has concern about a child. The First Response Team will manage “Requests for help” and decide who should take the next step. Area based Early Help Team - for anyone assessed as needing early help by the First Response Team. This team includes Integrated Family Support and Family Intervention Team. Single Assessment Framework - replacing several existing assessments. Starts with a “Request for Help” which will inform the “Single Assessment” leading to a coordinated pathway of support for the child and family

FAMILY INTERVENTION TEAM BRISTOL FAMILY INTERVENTION TEAM Betty Birt Short 10 minute introduction to the FIT Background: Government led agenda which came out of the riots in August 2011 – initiatives needed to tackle the 120,000 Troubled Families. 1

National picture 120,000 families nationally 1355 families in Bristol Three criteria Anti-Social Behaviour or Youth Crime Educational Absence Unemployment Local Criteria to be discussed

The criteria Reduce ASB by 60% or Youth Crime by 33% Improve educational attendance so it is more than 85% Return to work Reduce ASB by 60 % - Households where 1 or more young person under18 has an anti-social behaviour order, anti-social behaviour injunction, anti-social behaviour contract, or where the family has been subject to a housing-related anti-social behaviour intervention in the last 12 months and Reduce Youth Crime by 33% - Households with 1 or more under 18-year-old(s) with a conviction for an office in the last 12 months, 2. Improve educational attendance - Households affected by truancy or exclusion from school, where a child: -          Has been subject to permanent exclusion; -          Has had 3+ fixed school exclusions across the last 3 consecutive terms; -          Is in a Pupil Referral Unit or alternative provision because they have previously been excluded or for the purposes of improving their behaviour; -          Has been placed in specialist provision within a mainstream school for the purposes of improving behaviour which is comparable to the use of alternative provision; -          Is not on a school roll; or -          Has had 15%+ unauthorised absences from school across the last 3 consecutive terms or evidence of a pattern of poor attendance that gives the Head Teacher an equivalent level of concern. Authorised absence may be taken into account where there is a comparable attendance problem masked by recording practices. 3. Return to work - Have an adult on out of work benefits (Job Seeker’s Allowance) -          4

Children’s social care The team around the family model Health Education Housing Children’s Centres Adult social care FAMILY Parenting services Police There are a number of agencies working with families and delivering an excellent quality of service but there are two missing pieces: Administration: to coordinate meetings, to ensure communication between agencies, to get team around the family going and maintain that piece of work A worker that looks at family functioning and has the capacity to go in at times when other agencies might not be able to and challenge issues in the home setting We are here to support you to meet your outcomes by putting in time to meet your family functions – with things like parenting, routines, internal support, family systems…the list is endless, and so is our energy.
