CDM EB Experience and lessons for JI Mr. LU Xuedu March 8-9, 2006 Bonn, Germany

Status of registration Status: 8 Mar. 2006

Progress of CDM EB as of 8 March 2006 Status: 8 March DOEs for Validation 3 DOEs Verification 54 methodologies: SSC 19, large 25, consolidated 9, A/R 1

CDM experience / lessons Experience and lessons of EB may be drawn as inputs for JISC: u Operational Procedure: similarities (committees’ rules of procedure or determination process) u Accreditation practice: similarities (similarities to industry practice / similarity to CDM process) u Methodologies: similarities (Concept of having reductions that go beyond what would have happened otherwise (additionality requirement))

CDM experience / lessons General experiences and lessons: u Follow fully the guidance and mandate given by COP/MOP u Scope its work for long run u Set up its working rules and operational practice u Set up panels and working groups

CDM experience / lessons General experiences and lessons: u Use outside experts: panels, WGs, appraisal team u Strong relationship with DNA: DNA forum u Strong relationship with DOE: DOE forum u Strong and professional Secretariat support

CDM experience / lessons General experiences and lessons: u Informal meetings, small group meetings u Ensure contribution of members and alternates u Give same full power to alternates except voting and those identified by M&P (chair and vice chair of panels and Board) u Improve and/or correct its decisions based on practical experiences and knowledge

CDM experience / lessons General experiences and lessons: u Mobilize financial resources to ensure full operation: call for donation by the Chair and Executive Secretary u Establish a mechanism to ensure long and stable financial flow: share of proceeds (SOP) will, over time, provide predictable resource flow, and is more stable than Party contributions. It is important!

CDM experience / lessons Some suggestions or observations: u EB and JISC may hold joint meetings to share experiences and lessons, and jointly find solutions to difficulty issues u Ex EB members/alternates may be encouraged to be elected as members/alternates u Ex EB members/alternates may be invited to act as member of panels/WGs/teams so as to contribute their experiences to JISC.

CDM experience / lessons JISC starts its work in good conditions as experience is available: some former Board members are part of JISC, secretariat supports to both bodies/institutional knowledge, direct communication with EB is well feasible. Strong wishes that JISC would achieve its goals and objectives, and would ensure that the GHG reductions of JI projects are real and measurable!
