 Timing is pertinent; current technology needs being identified, mobilization of support and networks  Need to be part of development planning process to ensure implementation; requires broader scope  Need to be ‘tailored’ eg specific to sectors, regions  Need outcomes based solutions  Need to find financial incentives and funding for the ‘package’; not a piecemeal approach Key Messages
