doc.: 18-13/0107 Submission November, 2013 Michael Lynch, MJ Lynch & Associates LLCSlide 2 Overview This document reports on the regulatory matters considered and outputs after the end of the July, 2013, Plenary and the September, 2013 Wireless Interim. Specific documents/actions were approved by the RR-TAG in response to new regulatory proceedings and inputs from various WGs. The RR-TAG is input driven. The attendance varies depending on the topics & documents being considered. For example at one meeting there were 25 people from different WGs helping draft an output. At another there were over 150 present primarily to hear an update on a recent ITU-R meeting. As was begun at the September, 2012 meeting final approval of documents is intended to be done on Thursdays during AM1 and AM2. Deviation from that needs to be approved by the 802 EC chair.

doc.: 18-13/0107 Submission November, 2013 Michael Lynch, MJ Lynch & Associates LLCSlide 3 Items to be considered in November The RR-TAG will have to review the status of Document /0090r01 supporting IEEE USA’s position regarding the use of spectrum above 95 GHz. –As of the close of the July meeting there was no “RM” (Rule Making) number assigned to the IEEE USA contribution. –It may be that IEEE 802, through the newly enacted “sole voice” concept, may have to make a contribution not linked to the IEEE USA contribution. –Therefore it was felt, and the EC chair agreed, that he needed to be present at any meeting considering the status of Document /0090r is contribution driven and it is fair to expect that other matters will present themselves by the time of the November meeting in Dallas.

doc.: 18-13/0107 Submission November, 2013 Michael Lynch, MJ Lynch & Associates LLCSlide 5 Other items proposed in It was proposed during an August conference call that 802 meet regularly with the US FCC. –In the view of , and since IEEE 802 is an international organization, this raised additional questions within –Under the 2013 adopted “sole voice” concept 802 meetings with the FCC would be the responsibility of the EC chair. –Since the EC chair was on the conference call it was agreed that this topic be put off until the November Plenary in Dallas so that he could participate in the decsision. –Also to be considered is if maintaining contact with the US FCC is important then what about the UK Ofcom, French ANFR, etc. –The FCC contact issue needs to be answered first but since IEEE 802 is an international organization it seems within the scope of this proposal to consider contacts with other national regulators.

doc.: 18-13/0107 Submission November, 2013 Michael Lynch, MJ Lynch & Associates LLCSlide 6 An additional ITU-R related items IEEE 802 has been contributing to developing a report or recommendation in response to ITU-R WP1A Question ITU-R 236/1. IEEE 802’s latest contribution,18-13/067r3, is available on Mentor. It was presented by the RR-TAG chair at the June, 2013 WP1A meeting. –This contribution provided the requested technical data on IEEE 802 wireless systems for inclusion in the Preliminary Draft New Report. –It is expected that IEEE 802 will make a further contribution to the 2014 meeting of WP1A. Since Question 236/1 isn’t limited to wireless expects an input from during the November meeting. –Based on comments heard at the 2013 meeting it seems possible that WP1A will use their June, 2014 meeting to advance this document to the status of Draft New Report and send it to their parent group, ITU-R SG1, for approval at their 2014 or 2015 meeting. While IEEE 802 will have another Plenary session (March in Beijing) prior to the WP1A meeting it is advisable to have the IEEE 802 contribution in its final form at the November meeting in Dallas. –As heard “in the corridor” there is a possibility that administrations involved in the work on this question will support adding the spectrum requirements for Smart Grid to the next WRC’s agenda.

doc.: 18-13/0107 Submission November, 2013 Michael Lynch, MJ Lynch & Associates LLCSlide 7 Additional RR-TAG Items for November: Further contributions to ITU-R, FCC, especially as regards white spaces and licensed use by Progeny and others of the 902 – 928 MHz frequency band and to other regulatory bodies as needed. The RR-TAG agenda can be found on the RR-TAG’s Mentor web site; expect that as normal there will be many revisions prior to the start of the meeting. Don’t forget that for the most part you can maintain your voting rights in your home group when you participate in the RR-TAG (and, of course, log your attendance correctly!).
