WORKSHOP on EXPOSURE SCENARIOS “Communication in the Supply Chain” Helle Simon Elbro Danish Paint Association in collaboration with DHI SDS Background for Me Project Sector paint and adhesives – husk der sidder folk fra andre sektorer også. Vi er DU’ere I den grad. Formulators mixing raw materials which again might be several substances (måske skal det være alibiet for at du fortæller om næste overhead med forsyningskæden).

REACH Exposure Scenarios USE Substance SDS SDS Raw material SDS Product Manufacturer Paint & Adh. Customer EU Agency Extract Registration dossier EXPOSURE SCENARIO Conditions of safe use 1) manufacture 2) use in entire life-cycle. RMM’s 1) Human exposure 2) Environment incl. waste-handling ES CSR

Revision of ES (by M/I) Identified use CSR revised SDS Extract Manufacturer SDS SDS Paint & Adh.

X Development of ES by DU Identified use EU Agency Manufacturer SDS Break down or Confidential use EU Agency NOTIFICATION CSR DU Paint & Adh.

Where will the ES be made? Increasing Complexity More value for whole industry Better protection of Confidential Information M/I Pro-active communication DU Sector - or National level Noter: Increasing complexity and greater risk that the conditions imposed in the ES will not correspond to the actual use of the product. Our favorate example is if we are being told to wear gas-mask, and full body suit in a simple spray paint application. It may be a safe way of using the chemical, but we would never be able to sell the product under such conditions. Assumption 1: In general: ES’s should be made as high up in the supply chain as possible, but DU’s are to participate pro-actively - either on sector or national level. (In a few cases DU makes ES’s themselves)

Why is it so important to be pro-active? Time Few days Years New additive in functional product (wood-stain) Validation at (industrial) customer Approval at Authorities External documentation Field evaluation Lab-testing Change of solvent based on Certificate of Analysis

What forms will the ES take? SDS Substance Manufacturer Paint & Adh. Description of Use/ Template Exposure Scenario Assumption 2: DU’s makes description of use/Template Exposure Scenario from which the M/I’s make the final ES to be included in the SDS

Which part of the life-cycle to start from? Manufacture (own use) Customer use Paint & Adh. Customer or Easier to install new RMM’s in an industrial set-up than impose it on a professonal customer or even worse expect it from a consumer. Assumption 3: In our work, we have started by describing our customers use: - Other actors up the supply chain have similar unit operations - Customers use is less controlled (limited industrial use) - Focus on use of formulated product.

Categories of chemicals Which should we have in mind - up front? Raw materials Increasing classification Butanone oxime (alkyd paints) Cobolt siccative (alkyd paints) Additives (water-based paints) Water Assumption 4: Uses of all classified substances above a given conc. will need to be identified. - Substances with low classification/conc. may only need confirmation of RMM. - Other substances with higher classification/conc may need “more” precise description of use.

Endnu har vi ikke fundet den logik om hvordan disse svar skal diskuteres på tværs af en forsyningskæde. RISK MANAGEMENT MEASURES WASTE HANDLING
