Energy Efficiency and Conservation HOME STAR aka Cash for Caulkers A revised version of the Home Star Energy Retrofit Act of 2010 (S. 3434) was introduced in the United States Senate May 27th Home Star Energy Retrofit Act of 2010 Home Star incentives include the Gold Star and Silver Star Rebate Programs. The Silver Star program provides incentives ranging from $50 to $1,500 for various prescriptive energy efficiency improvement measures.
