Should FSTs be grandfathered in until end of 2010? How do we get them qualified in a reasonable time. Are there enough installs, maintenance and removals to support? What if a level 3 wants to become a 4 and no APSA installs are in the area? Do we need to include years of experience as a criteria? Does a qualified trainer need to be a qualification for a level 4?
