CLOR ENVIROS HPA NRPA SCKCEN STUK WHO TMT Handbok Need Until recently, European national emergency response plans have been focussed on accidents at nuclear industry sites Recent events have highlighted the possible threat from malevolent use of ionising radiation or radioactive material Any incident would occur at a location not known in advance (therefore, no site-specific plans) Location could be a highly populated urban area Large numbers of people could be affected Radiation exposures could range from very low to substantial, and could be combined with conventional injuries Existing international guidance is generic in nature 3 European Security Research Conference, Ostend 22 – 24 September, 2010
