NATO FINAS Cdr Max Snow, Royal Navy Chairman, NATO FINAS EASA UAV Workshop Paris, 1st February 2008

Flight In Non-Segregated Air Space FINAS Flight In Non-Segregated Air Space

Jt Capability Group UAV Active Subgroups Conference of National Armaments Directors (CNAD) Jt Capability Group UAV Programme Support Team for HALE & MALE NATO Staff Requirements UAV Control System Specialist Team for STANAG 4586 Flight in Non-Segregated Airspace Working Group Interoperable C2 Data Link Specialist Team for STANAG 4660 USAR Specialist Team

Mission “To recommend and document NATO-wide guidelines to allow the cross-border operation of unmanned aerial vehicles (UAVs) in non-segregated airspace”

FINAS - Members by Nation UK - Chair CA SW US – USAR ST Chair GE FR IT NL SP TU PO

NC3 Board - Frequency Management Sub-Committee Airworthiness Sense & Avoid Designated UAV Operator Training Human Factors STANAG 4670 Working Paper STANAG 4671 Study 4685 System Architecture & Data Links STANAGs 4586 & 4660 FINAS Other NATO UAV System Documents Medical Standards Study 7192 Air Traffic Management NATMC Working Paper Management Spectrum NC3 Board - Frequency Management Sub-Committee

STANAG 4670 - DUO Training Requirements Designated UAV Operator Lists skills by Subject knowledge areas Task knowledge Task performance Tailored to UAV type and role Undergoing Ratification Being translated into French Public domain

STANAG 4671 - USAR UAV Systems Airworthiness Requirements Fixed wing UAVs 150 to 20,000 kg Not stand alone – broad equivalence with CS-23 US, UK, FR, NL Ratified with Reservations so far Public domain – always!

USAR - Rotary Wing USAR - Light FINAS intend to produce certification codes: USAR-RW based on CS-27 Italy lead USAR-Light UAVs < 150kg France lead

Study 4685 - Human Factors and UAV System Safety FINAS exploring new topic Agree objectives and deliverables Agree approach analyse UAV accidents understand HF performance make recommendations

Sense & Avoid Functional Requirements Must consider separation provision & collision avoidance Critically dependent on CONOPS Ambient probability of collision Proposing TLOS = 5 x 10-9 collisions/flight hr Safety validation needed

How can NATO help? NATO is NOT a “Regulator” but….. Standardisation promotes: interoperability economy of effort mutual trust Why not use our USAR as basis for civil “CS-UAV” ?

Questions?
