EU Flood Action Programme Research and information component Basis principles continuous process, not interfering with political debate at Council and EP on Floods Directive driven by demand of Member States / regions / basins facilitate a platform for Member States to discuss their needs using as much as possible existing network structure - EXCIFF, EFAS, ACTIF, WMO–RA VI European Working International River Commissions – Flood working groups UN ECE, UNESCO Flood Initiative, EUMETNET establish & maintain links to EU-funded and other major link with, and integrate ongoing research projects

BE proposals submitted for discussion at Stakeholder Meeting 16 September 2005 Land use and management: development methodology for evaluation of effects of land use change on water systems; better information exchange across regions Data management: development of a publicly accessible system for monitored data and geodata (water quantity, flood management) Flood mapping: development of mapping standards and assessing protection levels Modelling: 1) interlinking existing models, based on OpenMI standards (HarmonIT project); 2) assessment of climate change scenarios; quality standards for modelling instruments; 3) assessment of dyke failure risk Crisis management: 1) platform for linking meteorological data and flood forecasts; 2) platform for linking flood forecasting and crisis management Flood management measures: 1) methodology to quantify/assess impact of flooding on land management (risk ?); 2) compare existing river basin structures and identify efficient approaches; 3) information exchange in shared river basins

CZ proposals submitted for discussion at Stakeholder Meeting 16 September 2005 Flood mapping: methodologies for risk assessment (estimate of possible consequences) Forecasting and warning: 1) improving forecasting methodologies (prolonging lead time of forecast; 2) improving probability of forecasts; 3) forecasts for flash floods, mainly in small basins Land use and management: methodologies for evaluation of measures to reduce run-off patterns (land use in rural and urban areas) Information exchange: welcome all initiatives such as EXCIFF; crucial role of International River Commission in this process

FI proposals submitted for discussion at Stakeholder Meeting 16 September 2005 Flood management measures: 1) develop best practices for flood risk planning; 2) develop pilot management plans; 3) at later stage exchange on flood risk management plans Climate change: 1) assessment of climate change scenarios; 2) bringing together the research community and policy makers to improve knowledge base and quality of decisions taken Flood forecasts: linking meteorological data, hydrological data and flood forecasts Early warning systems: cooperation and exchange of experience, also making use of civil protection cooperation

EXCIFF (FR & JRC) proposals submitted for discussion at Stakeholder Meeting 16 September 2005 Flood forecasting and preparedness: better information of the public of flood forecasts and ways to react to such forecasts: EXCIFF team 5C to develop best practices reference document (guide) how to deliver flood-related information to the general public Flood mapping: drawing together experiences in flood mapping from across Europe, develop best practices reference document (guide) on flood mapping

HU proposals submitted for discussion at Stakeholder Meeting 16 September 2005 Flood mapping: development of methodology involving pilot projects) Flood forecast and early warning systems: 1) better linking meteorological and hydrological data; 2) cover flash floods as well Information and experience exchange: support for EXCIFF proposals and creation of EXCIMAP

EEB and WWF proposals submitted for discussion at Stakeholder Meeting 16 September 2005 Measuring success: methodology for assessing success of reducing risk to people and the environment; collate and compare existing criteria and develop best practices Link between choice of cost-effective flood risk measures and the WFD; flood-related measures have to respect the WFD Flood mapping and modelling Land management and flood risk assessment, linked to CAP funding use Flood events in urban areas (through overloaded sewerage systems) Climate change and rising sea levels Social, economic and environmental benefits of flood events Exchange of information, and research, on stakeholder involvement Legal implications: research on how flood-related measures fut into other EU environmental legislation (WFD, Natura 2000, the 2 Environmental Impact Assessment Directives, Environmental Liability etc)

NL proposals submitted for discussion at Stakeholder Meeting 16 September 2005 Making best use of ongoing ERA-NET CRUE and FLOODsite projects Interreg projects delivering experience as well as good practices guides Improving integration of spatial planning and flood measures: research Flood modelling and forecasting Climate change: impacts of river floods and rising sea levels Risk analysis: prediction of possible risks/consequences Flood mapping: develop common understanding Flood risk management plans: develop good practices document, including principles of cost-benefit analysis Insurance-linked questions Crisis management and civil protection Public awareness

UEPC proposals submitted for discussion at Stakeholder Meeting 16 September 2005 Assessment all reasons for flood events, from surface sealing and othe changes in land use to overloaded sewerage systems More coordination and exchange of information between authorities, the research community, designers, industry and other stakeholders Developing of practical guidance for developers, designers and planners Encouraging cross-border cooperation agreements Voicing general support for the flood initiative
