ITU PLENIPOTENTIARY CONFERENCE 2010 GUDALAJARA - MEXICO 04 -22 October 2010 Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

PURPOSE To request Parliament to consider, support and approve the ITU Plenipotentiary Conference (Final Acts) 2010, in line with Section 231 (2) of the Constitution. Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

WHAT IS PLENIPOTENTIARY CONFERENCE This is the top policy making body of the ITU which sets the policy, financial planning and strategic goals of the Union It is held every four years It presents the key opportunity for Member States of the Union to decide on and influence its strategic direction, with implications for future information and communications technologies policies throughout the world. PP also elects the senior management team of the ITU Council and Members of the ITU Council and members of the Radio Regulations Board The work of the ITU aligns closely with Chapter 4 & 7 of the National Development Plan, as it is strongly focused on the development of Economic Infrastructure in the ICT sector. In addition, the ratification of the Final Acts of the Plenipotentiary Conference is in line with South Africa’s foreign policy, in particular strengthening the rules based multilateral system. WHAT WAS DEBATED AND DECIDED Cybersecurity Internet addressing International Telecommunications Regulations (ITRs) Internet protocol based networks International public policy issues pertain to internet and management of Internet resources including Internet resources, including domain names and addresses Role of administrations of Member states in the management of internationalized (multilingual) domain names .. WHAT WAS DEBATED AND DECIDED CONT. Conformance and interoperability Bridging the standardization gap between developed and developing countries Human exposure to and measurement of electromagnectic fields ITU’s role in child online protection The role of telecommunications /ICT on climate change and protection of the environment Future conferences , assemblies and forums of the Union (2011- 2014) .. SA PRIORITY MATTERS Preparations for the 2012 World Conference on International Telecommunications ( WCIT) which revised the ITRs ITU Telecom Events to focus on ICT technological development & market trends, and revenues geared towards the ICT Development Fund to support the development agenda Free on – line access to ITU Publications Admission of Sector members from developing countries in the work of the ITU-R and ITU-T Independent Management Advisory Committee ITU’s call to Cancun: development and use of ICT applications & response strategies Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

SA PRIORITY MATTERS South Africa successfully led the Africa group on a number on issues Internet Governance related issues were one of the most contentious issue in the conference and South Africa played an instrumental role in ensuring that the needs of developing countries were addressed (allocation of resources) South Africa also played a significant role in ensuring that Child on- line protection was addressed properly The issue of free access to ITU publication was another major victory for developing countries and South Africa played a major role in ensuring that this was adopted Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

IMPLICATIONS IMPLEMENTATION PLAN The DTPS will follow the process of ratification ORGANISATIONAL AND PERSONNEL IMPLICATIONS The DTPS will continue to serve at the ITU and actively participate in relevant ITU forums, with the intention to get back to the ITU Council. FINANCIAL IMPLICATIONS There are no financial implications with respect to the ratification of ITU PP-10. DTPS pays membership of 1,272,000 Swiss Francs per annum. COMMUNICATION IMPLICATIONS Once ratified, the Department will work with GCIS to publicise amongst stakeholders. CONSTITUTIONAL IMPLICATIONS Treaty binding to all signatories IMPLICATIONS FOR VULNERABLE GROUPS ITU supports access to ICT’s by the vulnerable groups and develops e-strategies to mainstream women, youth and people with disabilities. SECURITY IMPLICATIONS Security implications will be addressed through relevant policies and legislations. Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

RECOMMENDATION & WAY FORWARD To request Parliament to consider, support and approve the Ratification of ITU Plenipotentiary Conference (Final Acts) 2010, in terms of Section 231 (2) of the Constitution. Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development
