Importance of international co-operation to
share best practices and address common problems in the field of integrity.
Integrity is a core element and the Customs should ensure that nothing should discourage staff from acting properly in performance of
their functions.

3. Sub-Regional Integrity Conference Main objectives:
To provide senior officers of the Central Asia regional Customs administrations with an opportunity to discuss topical issues and challenges facing the Customs in the region;
To share experiences & good practices;
To develop an Integrity Resolution

Improving Methods of Integrity in Customs: Practices and Sharing Experiences;
Human Resources Management;
Customs and Business Partnership for the Promotion Integrity.

5. ALMATY INTEGRITY RESOLUTION
Take comprehensive and practical steps to implement the key elements and provisions
of the Revised Arusha Declaration on Integrity
in Customs by using the Integrity Development Guide and the other relevant tools;
Modernize systems, promote the application
of modern technologies for customs clearance
and customs control, which is directed at minimizing corrupt practices;

6. ALMATY INTEGRITY RESOLUTION
Develop a positive and effective partnership
with all sections of the business community
to identify areas of high risk and to implement practical steps to address the problem of corruption in Customs administrations;
Develop and implement regional mechanisms to enable Customs administrations to identify and implement policies and pragmatic measures to increase integrity and combat corruption and share information on integrity strategies and
best practice approaches.

7. Security Council of Kazakhstan
The sitting of the Security Council of the
Republic of Kazakhstan was held under the chairmanship of the President of Kazakhstan.
The task of accession to the number of the 50 most competitive countries in the world would
require a strict anticorruption fight, high responsibility and discipline of the state
bodies.

1. Develop suggestions on amendments and additions to the legislation, which relates to prevention of interest conflicts and situations
in which an official can use their service post
for personal purposes.
2. Complete the work on preparation of state service standards, and determine criteria of rating estimation of the activities of state
organs’ chiefs.
3. Provide additional measures on eliminating
administrative barriers for business.

reduce the realm of natural monopolies, strengthen the financial system, create an efficiently operating stock market, ensure Kazakhstan’s accession into the WTO on conditions favourable for the nation, and implement international technical standards.

13. Customs Modernization Program for 2007-2009
Draft Modernization Program generally is acceptable for its approval by the Government.
Document meets the major requirements of
WCO and WB in respect of customs modernization.
The Program represents the first stage of the WB’s Kazakh Customs Development Project

Next steps:
Establishment of the Supervisory Board on Program implementation.
Deliver Action Plan Workshop in Kazakhstan (April, 2007).
Intention of Kazakhstan to be included into a group of pilot countries.
