CTCN Mandate, Services and Structure The CTCN’s mission is “Stimulating technology cooperation and enhance the development and transfer of technologies to developing country Parties at their request” Services: Technical assistance to developing countries Knowledge sharing and training Fostering collaboration on climate technologies (including linking climate technology projects with financing opportunity) Structure: CTCN is hosted by UNEP in collaboration with UNIDO and supported by 11 partner institutions with expertise in climate technologies

CTCN Technical Assistance: How it works Step 1: Identify the need Academic, agricultural, business, industry, municipal/national government office, or NGO entity needs technical help on a specific topic that is aligned with official government priorities on adapting to climate change or energy efficiency Step 2: Contact National Designated Entity (NDE) The interested party contacts his/her National Designated Entity (NDE). The NDE is the CTCN focal point for the country and is responsible for coordinating and submitting requests for assistance. The NDE works with the applicant to prepare and submit the short request to CTCN headquarters. Step 3: The CTCN selects an expert team The CTCN receives the requests, determines eligibility, and assembles a group of experts to develop a plan for the assistance, in close collaboration with the applicant and the NDE. This is a collaborative process and the plan needs to be agreed among all parties. Step 4: The expert team provides a solution The experts work with the applicants and other stakeholders to provide a customized solution to the request.

What are the Technology Needs Assessments? TNAs are a set of country-driven activities that identify mitigation and adaptation technology priorities of developing countries, which: (researchers need to be part of the process) identify and prioritise mitigation and adaptation technologies for selected sectors; identify, analyse and address barriers hindering the deployment and diffusion of the prioritised technologies, including the enabling framework for the said technologies; Entry point for research conduct Technology Action Plans. Future of Technology Needs Assessments Whereas NDCs so far focus on targets and implementation plans, TNAs provide the opportunity for in-depth, thorough analyses; Technologies are central to achieving NDC targets, thus TNAs could become an integral part of the NDC implementation planning process; TNAs can play a unique role in the development of NDCs due to the information they offer on the implementation potential, ability and scale of technologies.

Technology Needs Assessments - countries TNA Phase III expected to start mid-2018 The Tech­nology Needs Assessments project supported 36 countries between 2009 and 2013. The Tech­nology Needs Assessments project, Phase II, was launched in November 2014 and will support the preparation of Tech­nology Needs Assessments in 26 countries. Phase III of the Technology Needs Assessment project has been approved by the Global Environment Facility and will include 20 countries. The participating countries are Least Developed Countries and Small Island Development States.
