Report on Recent CSS and Committee Chairs Meetings Presentation 2.3

Highlights of CSS Meetings On Issues of Specific Interest to Transport Two CSS meetings (Oct 2009 and Mar 2010). TRANSSC presentations posted on TRANSSC 20 web page. Addressed three questions/topics posed by CSS: What is a reasonable frequency for the revision/amendment of TS-R-1. Not unanimous TRANSSC view but clear consensus to maintain Board of Governors directed two-year review cycle. The need to update related safety guides concurrently with revisions of TS-R-1. Agree, TS-G-1.1 revisions proceeding in parallel with TS-R-1 20XX. How to implement the new format for safety requirements in TS-R-1. Difficult to justify change in TS-R-1 to new format. Direction provided to maintain current format for TS-R-1 and possibly other facility and activity specific safety standards. CSS approved DPPs for TS-R-1 and TS-G-1.1 revisions. CSS approved that “Future draft editions of the Transport Regulations to be provided in full in all official languages for approval at the Board of Governors.” (CSS Action Item #27.9)

Highlights of Committee Chairs Meetings On Issues of Specific Interest to Transport Two Committee Chairs meetings (Jan and Mar 2010). Reviewed/approved changes to SPESS, including comments on the Stakeholder Involvement paper (TRANSSC agenda topic 2.3). Discussed implementation of CSS direction that safety requirements documents use “shall” for all requirement statements. Reviewed/commented on draft paper on small transportable reactors (TRANSSC agenda topic 7.1). Reviewed/commented on changes needed to the Safety Standards Committees Terms of Reference to include current and expanding roles and responsibilities (TRANSSC agenda topic 2.4).
