Policy Group on Statistical Cooperation 30-31 October 2014, Antalya EUROPEAN CONFERENCE ON QUALITY IN OFFICIAL STATISTICS

General Information Quality conferences were organized to implement the results of the Leadership Group on Quality. There have been arranged six conferences so far: Q2001 Stockholm, Q2004 Mainz, Q2006 Cardiff, Q2008 Rome, Q2010 Helsinki, Q2012 Athens The 2014 European conference on quality in statistics organised jointly by Statistics Austria and Eurostat, was held in Vienna in June 2014. Quality in Official Statistics - a key conference in the European Statistical System (ESS) and is attracting more and more interest in statistical agencies around the world.

Objective of the Q2014 Main objectives of Q2014 were to: Enhance the dissemination of knowledge on emerging questions related to Quality in Official Statistics, foster and increase the cooperation between users and producers of Official Statistics exchange of good practices

Main topics of the conference: Governance of the statistical system peer reviews of the Code of Practice Principles of European Statistics quality aspects of policy relevant indicators quality assurance in the implementation of the ESS Vision Quality Management- a strategic decision to be taken by the top management Metadata and information technology- The importance of metadata for the assessment and assurance of data quality and developing ‘metadata language'

Quality dimensions from different prospective Policy makers usually attach high importance on timeliness, the sooner the better. Researchers might care more about coherence and comparability. Importance of accessibility and clarity A statistical producer care more about accuracy and reliability

Implementation of the EFQM Excellence Model in the ICBS A steering committee for quality and excellence. A decade ago, the Israel Central Bureau of Statistics decided to adopt the EFQM model. Some internal decisions : Each department would be defined as an organizational unit. Each year another department would join the process Every two years each department would repeated the self-assessment. The process would be conducted by certified consultants.

Quality Criteria in INSTAT Relevance of a statistics - the information obtained meets the requirements of the users Accuracy - measurement errors and biases may occur in statistical surveys, which have to be analyzed, documented and eliminated where possible Timeliness- up-to-date information Accessibility and Clarity – availability in the desired form and sufficiently documented as regards concepts and methods. Comparability - in terms of time and space Coherence - Data f show the same results for the same questions
