2 Introduction one of the main objectives is to offer statistical products and services of high quality systematic managing and implementation of quality standards into the whole census project and also into the output product, i. e. the accurate and reliable data on-time emphasis on prevention

3 Quality dimensions concerning the Census Project 2011
Regulation (EC) No. 763/2008: relevance accuracy timeliness and punctuality accessibility and clarity comparability coherence

4 Main quality objectives for 2011 Census
1. to produce the user oriented outputs, 2. to produce the data as accurate as possible, 3. to provide the information on methodology and data quality, 4. to conduct the Census in time and by means of cost-effectiveness

5 Main quality objectives for 2011 Census
The strategy to reach the quality objectives is based on these points: to ensure the maximum coverage of inhabitants and dwellings, to use of quality standards during the whole census project, to identify possible risks, to ensure effective communication of all involved persons and institutions, to monitor and assess the quality periodically.

6 Meeting the appropriate grade of quality
it is mostly associated by public with the quality increase what are the quality requirements according to the appropriate grade of quality? what efforts are needed to meet these requirements? the definition of appropriate grade of quality depends on particular groups of statistical data users

7 The adopted concept of data collection in relation to the output quality
traditional self-enumeration method dual mode of data collection by using of both paper and electronic census forms utilization of the advantages of both paper and electronic version of census forms web application for electronic data collection and monitoring system (supplied by external contractor)

8 Quality dimensions related to the dual mode of data collection
Two dimensions are coming to the foreground – accuracy and timeliness. accuracy refers to verifying of truthfulness and completeness of data provided by respondents - truthfulness - completeness timeliness refers to the the availability of results in-time

9 How to ensure the quality of outputs during the data collection
1. clear identification of persons – for enumeration of all the persons belonging to the target population only once and without leaving out, 2. concordance of data format – the electronic form has to correspond with the paper form because of data processing, 3. periodical monitoring of data collection – enumerator will have the access to the information on e-forms completion, 4. continuous error check and correction during the data collection

10 Conclusions using of dual mode of data collection includes some risks in relation to the data quality it is more probable to obtain the data of higher quality from electronic forms rather than from paper forms the pilot project will include the verification of the technical solution for the dual data collection the quality of information will not depend only on the technical solution but also on the methodological provision of the census
