What is the role of a working group member? In cooperation with other working group members and staff, working group members will develop draft goals, objectives, and action items for the Envision 2040 Comprehensive Plan Update. All draft items shall take into consideration the perspectives of the community (qualitative) and data and statistics (quantitative). The commitment is five (5) meetings over a four (4) month period.

HOUSING Draft Goals

A Goal Is. . . An observable and measurable outcome that you want to achieve within a specific period of time. Goals are focused on outcomes and/or impacts. Goal: Define a goal and begin to set the stage for expectations. Now that the team has identified the opportunities to address as part of your SET economic development plan, the work of turning these into goals begins. The definition on the slide serves as a starting point to make the transition. Goals focus on accomplishments rather than methods to achieve these goals. One of the best ways to meet the requirements of a goal is to make sure they are SMART. Time: 2 minutes

Expand and ensure a diverse range of housing choices

Support infill and redevelopment within existing infrastructure as a strategic component of growth.

Provide well-designed neighborhoods while demonstrating sensitivity toward natural resource conservation.

What did the community tell us? Housing Demand Study 2018 There is an overwhelming interest in single-family homes with larger lot sizes (greater than 1 acre). Individuals stated that they would be most interested in moving to “suburban Paris” or “rural Bourbon County.” There is a shortage of multi-family dwellings for those who expressed interest in lower-maintenance housing, particularly for those over the age of 65.

HOUSING IN BOURBON COUNTY Housing Demand Study 2018 Average square footage for all homes: 1,807 SF Overall value of homes in Bourbon County: $127,067 Number of housing units (2010): 8,927 83% of housing stock is single family detached. The remaining 17% are attached units (townhomes, duplexes, condominiums, apartments). By 2021, housing units are projected to grow by 1% TO 9,128. Over the past three years, approximately 75% of new homes were built on properties of 5 or more acres each.

What did the DATA tell us? Housing Demand Study 2018 The Kentucky State Data Center estimates a slight population decrease (.13% between 2015 and 2020, then another decrease of .31% by 2025). Number of households is expected to increase slightly by 2025, however the average household size is projected to decrease from 2.43 (2015) to 2.31 (2040). A large share of the available multi-family rentals are designated for households with lower incomes. Upon investigation, there are numerous poor reviews that indicate some of the existing rental options did not meet basic quality standards.
