Background and context In 2000, the international community signed a declaration on the Millennium Development Goals 2015. Eight Millennium Development Goals were identified for implementation. Since then, progress reports were produced in 2005, updated in 2007 and 2008; The 2010 report on progress made against the MDG targets showed that there was a need to bring some of the targets and indicators to talk more to realities in South Africa; Significant progress has been recorded in the majority of targets, however there are still some challenges as unemployment and inequality remain high; and We ensure that there is a close alignment of the work that we do to the objectives of the MDGs. 3

Alignment of DCoG work to MDG Continued Out of the 8 MDGs, Goal One is most appropriate to the work of DCoG working with sector department Government has adopted a comprehensive approach to eradication of extreme poverty and hunger. This approach combines cash transfers with social wage packages including the provision of subsidised housing, electricity, water, sanitation, refuse Removal and transportation. Through our coordination efforts aimed at improving conditions at a municipal space we have adopted the following two Strategic Goals which have a direct link to MDG 1 Strategic Goal 2: Improved access to basic services Strategic Goal 3: Implementation of the Community Work Programme The progress report is based on targets and indicators set in line with the two objectives. It is important to note that the source of the data provided is Sector departments like Department of Water and Environmental Affairs, Department of Energy, and the Department of Human Settlements 6

Some blockages 9 Service delivery; Pace is slow, but big threat is functionality, particularly in water & sanitation: Almost 21% of the households with access to water infrastructure have a service that is not working (e.g. no water from tap) 5.3% households still do not have services at all 26% (3.8 million households) are affected by sanitation services and/or facilities that are not fully functional 9% (1.4 million households) still do not have sanitation Result: increase in service delivery protests - in the period ending June 2012, exceeded the total in 2011 9

What needs to be done by 2014 As DCoG we need to beef up our coordination efforts where we bring together national sector departments like DPME, DWA&E, DHS, DOE and DCOG to establish service delivery management structures per sector to address backlogs and functionality of basic services We also need to use MISA as a vehicle to accelerate infrastructure improvements which will result in improved delivery of services Our focus on the most struggling municipalities identified by Cabinet is intended to yield some noticeable progress. We are optimistic that there will be improved access to basic levels of services with the initial focus being on municipalities with the largest backlogs DCoG together with provinces should prioritise ward-level service improvement plans 10
