GAS INFRASTRUCTURE NEEDS FOR CYPRUS STRATEGIC IMPORTANCE FOR EUROPEAN UNION & CYPRUS Michalis Chrysaphis Hydrocarbons Service National Competent Authority for PCIs (NCA)/ One Stop Shop 4 Energy PCIs Ministry of Energy, Commerce and Industry

The Natural Gas Infrastructure System of Cyprus aims to Remove the bottlenecks and end the energy isolation of Cyprus Import of natural gas for Power Generation in Vassilikos area Develop the Trans-European Networks of Energy (TEN-E) and gas market from the Eastern Mediterranean region to the Aegean Sea allowing market integration between the two MS and transmission of gas between Cyprus and Greece. Develop the Trans-European Networks of Transport (TEN-T) and maritime sector allowing transfer of LNG between the LNG import terminals of Cyprus (Vassilikos) and Greece (Revythousa) either for energy crisis scenario or for business as usual. Study the options for promoting LNG bunkering infrastructure in Cyprus Create an LNG regional market from the Eastern Mediterranean region to the Balkan Area and allowing better market competition either in local or regional level. Decarbonise the Cyprus economy and industry by replacing fossil fuels with gas for power generation Study other uses of natural gas (industrial, commercial, road transport, maritime transport)

The Natural Gas Infrastructure System of Cyprus aims to Establish an emerging gas market with a new legal framework in Cyprus and EU (e.g. Network Codes for Gas prepared by ENTSOG). Build synergies between gas and electricity market in Cyprus and EU. The import of natural gas facilitates the interconnection target (electricity) because by 2024 Cyprus could transmit electricity to Crete, Attica and Israel (CBCA studies of EuroAsia Interconnector).

Gas Infrastructure currently in the 3rd PCI List related with Cyprus The current PCI List, includes two gas projects: EastMed pipeline CyprusGas2EU (FSRU option) "No EU Member State should be isolated from the European gas and electricity networks after 2015 or see its energy security jeopardized by lack of appropriate connections“ Political Decisions for EU Energy Supply (4TH OF FEBRUARY 2011). EGMM - European Gas Market Model We need to include Cyprus in all scenarios of EGMM and the EU LNG Market strategy. Eastern Mediterranean gas reserves allow diversification of routes and corridors (Eastern Mediterranean Corridor) and creation of the Energy Union targets

EEZ Delimitation

Cyprus Hydrocarbons Company (CHC) in collaboration with the Aphrodite contractor is currently developing studies for an offshore pipeline from the Aphrodite field to Idku terminal in Egypt. This option will allow potential liquefaction of Cyprus gas and import of LNG to Cyprus and European Market LNG LNG
