Annex 18 The Safe Transport of Dangerous Goods by Air International Civil Aviation Organisation International Standards and Recommended Practices Third Edition July 2001 Annex 18 to the Convention on International Civil Aviation Edition International Civil Aviation Organisation Approved and published by decision of the Council of ICAO Doc 9284 AN/905 Technical Instructions for the Safe Transport of Dangerous Goods by Air Law and Source Documents

Inspections, surveillance and enforcement Inspections, surveillance and enforcement Record and investigate incidents/ accidents Record and investigate incidents/ accidents Compliance with Technical Instructions Compliance with Technical Instructions (JAR-OPS reflects Technical Instructions) (JAR-OPS reflects Technical Instructions) Annex 18 The Safe Transport of Dangerous Goods by Air International Civil Aviation Organisation International Standards and Recommended Practices Third Edition July 2001 Annex 18 to the Convention on International Civil Aviation THE REQUIREMENTS State responsibilities:

Importance of worldwide harmonisation: JAA operators may find themselves in violation of local laws on arrival All JAA States would need to file differences against Annex 18 Operators will be penalised by not being able to take advantage of less restrictive requirements

NPA 46 Amendments broadly under 5 headings: 1. Alignment with the Technical Instructions; 2. Review of Part 2 material; 3. Amendments proposed by DGSG; 4. Increased reference to Technical Instructions; 5. Amendment proposed by OST

NPA 46 1.Alignment with the Technical Instructions; 2.Review of Part 2 material; WP 59-03/ WP-18-04

NPA Amendments proposed by DGSG; New JAR-OPS General New ACJ-OPS (b)(5)(4) Dangerous goods carried by passengers or crew – (will assist with anticipated changes in Technical Instructions)

NPA 46 4.Increased reference to the Technical Instructions; An example: Dangerous goods training provisions completely revised to refer to the Technical Instructions

How referring to the Technical Instructions solves a problem: 2005 – 2006 edition of the Technical Instructions requires training in Recognition of undeclared dangerous goods JAR-OPS does not require such training and the earliest it could would be mid to late 2006, nearly 2 years late and just before a new edition ( ) of the Technical Instructions If JAR-OPS required training in accordance with the Technical Instructions, problem goes away

NPA 46 5.Amendment proposed by OST Proposed new ACJ OPS (b) reflecting the recommendation of the Technical Instructions to provide a summary when NOTOC is large

Consultation CAAs of: Belgium Denmark Finland France Germany Greece Dangerous Goods European Liaison Group: Ireland Italy Netherlands Spain Switzerland United Kingdom

Consultation Operators: Aer Lingus Air France Alitalia British Airways Finnair Dangerous Goods European Liaison Group: Iberia KLM Lufthansa Cargo SAS Swiss

Consultation Association of European Airlines Federal Aviation Administration International Air Carriers Association International Air Transport Association International Express Couriers Conference International Federation of Airline Pilots Associations

In summary….. Adoption of NPA 46 will: Ensure alignment with ICAO Technical Instructions; Reduce the need to amend JAR-OPS when a new edition of the Technical Instructions is produced; Avoid significant issues for both States and Operators.
