1 Oceanic and International Operations
ICAO Guidance Materials

2 Objectives At the end of this lesson, you will be able to:
Identify the requirements for oceanic operations as documented in ICAO document Annex 2 - Rules of the Air (as amended) Identify areas of specific requirements in ICAO Doc – Regional Supplementary Procedures (as amended) Identify the fuel and equipment requirements for oceanic operations as documented in ICAO document Annex 6 - Operation of Aircraft (as amended)

3 Objectives Identify the requirements for oceanic operations as documented in ICAO document Annex Aeronautical Telecommunications (as amended) Identify the pilot procedures located in the Procedures for Air Navigation Services Air Traffic Management document (ICAO 4444 PANS ATM) (as amended) Identify pilot procedures located in Procedures for Air Navigation Services Aircraft Operations Volume 1, Flight Procedures (Doc 8168) (as amended)

4 Overview In this lesson we will discuss the following topics:
ICAO Annex 2 - Rules of the Air ICAO Doc Regional Supplementary Procedures ICAO Doc Communication Failure Guidance ICAO Annex 6 - Operation of Aircraft ICAO Annex 10 – Aeronautical Telecommunications Procedures for Air Navigation Services Air Traffic Management document (ICAO 4444 PANS ATM) Procedures for Aeronautical Navigation Services Operations (PANS-OPS) Doc 8168 Aircraft Operations Vol. 1 Flight Procedures

5 Q&A Is ICAO a regulatory body?
Q&A Is ICAO a regulatory body? Does ICAO have any enforcement capability? What is ICAO’s role in International Operations? Do ASIs have access to ICAO documents? Why or why not? Do operators need to have all the Annexes and AIPs for the country to which they are flying? Has the U.S. filed differences to specific ICAO documents, and if so, where is that information located? 5

6 Accessing ICAO Documents
ICAO requires that each individual apply for access to the ICAO-NET site. To access ICAO Documents: Go to Fill out the profile and state that you are under the "ST_US" group. Once you send the request to ICAO, ICAO will then send you a New Account Request Confirmation .

7 Q&A Does Oakland own the airspace indicated in the graphic?

8 Q&A How many ICAO Annexes have been published?

9 ICAO Annexes ICAO Annexes Annex 1: Personnel Licensing
Annex 10: Aeronautical Telecommunications Annex 2: Rules of the Air Annex 11: Air Traffic Services Annex 3: Meteorological Service for International Air Navigation Annex 12: Search and Rescue Annex 4: Aeronautical Charts Annex 13: Aircraft Accident and Incident Investigation Annex 5: Units of Measurement to be Used in Air and Ground Operations Annex 14: Aerodromes Annex 6: Operation of Aircraft Annex 15: Aeronautical Information Services Annex 7: Aircraft Nationality and Registration Marks Annex 16: Environmental Protection Annex 8: Airworthiness of Aircraft Annex 17: Security: Safeguarding International Civil Aviation Against Acts of Unlawful Interference Annex 9: Facilitation Annex 18: The Safe Transport of Dangerous Goods by Air

10 Annex 2: Rules of the Air Topic areas include: General Rules
Journey Log Computer Flight Plan Requirements to maintain center line (unless the SLOP is approved) Communication requirements to include communication failures IFR rules in controlled and uncontrolled airspace Interception of civil aircraft

11 ICAO Doc 7030 – Regional Supplementary Procedures
NAT Section Contains guidance and procedures: If an operator flies in or above NAT-MNPS airspace, they are required to have a current NAT track message onboard If a crew notes that an ETA passed to ATC for the next compulsory reporting point is in error by 3 minutes or more, they are required to advise ATC with an update

12 ICAO Communication Failure Guidance
12

13 Q&A In what other document(s), that has/have been discussed, will you find communication failure guidance?

14 Annex 6: Operation of Aircraft
Part 1: International Commercial Air Transport – Aeroplanes Part 2: International General Aviation – Aeroplanes Part 3: International Operations - Helicopters 14

15 Q&A Annex 6 Part 1 operations are applicable to U.S. civil operators operating under which Federal Aviation Regulation?

16 Q&A Annex 6 Part 2 operations are applicable to U.S. civil operators operating under which Federal Aviation Regulation?

17 Annex 6: Operation of Aircraft
Annex 6 topic areas include: Flight Operations Fuel Standards: Part 1 and Part 2 Minimum Equipment List (MEL) Communication/Navigation Equipment Safety Management System (SMS) Flight Operations Officer/Flight Dispatcher SAFA Checklist 17

18 Q&A Does an operator have to meet Annex 6 fuel standards?
If operator is not compliant with Annex 6, what corrective action can be initiated by a CAA inspector?

19 Annex 10: Aeronautical Telecommunications
ICAO Annex 10: Aeronautical Telecommunications include topics on: Radio Navigation Aids Global Navigation Satellite System (GNSS) Aeronautical Telecommunications Network (ATN)

20 ICAO 4444 PANS ATM General Provisions for Air Traffic Separation Methods and Minima Automatic Dependent Surveillance – Contract (ADS-C) Controller-Pilot Data Link Communications (CPDLC)

21 ICAO 4444 PANS ATM Chapter 15: Procedures Related to Emergencies, Communications Failure and Contingencies (See Chapter 15.2, Special procedures for in-flight contingencies in oceanic airspace and Chapter 15.3 Air - Ground Communications Failure) Chapter 16: Miscellaneous Procedures (See Chapter SLOP)

22 Practical Exercise 1

23 PANS-OPS Doc 8168 Aircraft Operations Volume 1 Flight Procedures
Areas include: Area Navigation (RNAV) Satellite-based RNAV RNP/RNAV En-route Procedures ACAS (ICAO term equivalent to TCAS) International Altimetry Flight Planning Procedures 23

24 PANS-OPS Doc 8168 Aircraft Operations Volume 1 Flight Procedures
International Altimetry Common Terms QNH: altitude above mean sea level based on local station pressure QNE: altimeter setting of in or MB used in positive control airspace above the transition altitude QFE: height above the airport elevation or runway threshold elevation which is also based on local station pressure 24

25 PANS-OPS Doc 8168 Aircraft Operations Volume 1 Flight Procedures
International Altimetry: Altimeter Measurement Scales Inches-U.S. Millibars or Hectopascals (most countries) Millimeters-Russia CIS 25

26 PANS-OPS Doc 8168 Aircraft Operations Volume 1 Flight Procedures
International Altimetry: Transition Altitude vs Transition Level Transition Altitude-when climbing out of an airport, the aircraft passes through a series of altitudes (not FL’s) until reaching an altitude at which a change from QNH (sea level setting) to QNE (standard altimeter) is made. This is called the transition altitude. Transition Level-for arriving flights, the normal sequence is to descend on QNE until reaching a level, specified by ATC, at which point a change from QNE to QNH is made. This is called the transition level. 26

27 Review In this lesson we discussed the following topics:
