The PROMISE project Reykavik, Iceland, 14-17th June 2016 Pilot Country: Cyprus

General information Child Protection by four Ministries: 1. Labour, Welfare, Social Insurance (Social Welfare Services) (family support, coordination of Services involved) 2. Justice and Social Order (criminal investigation, forensic interviewing) 3. Health (child medical examinations, therapy) 4. Ministry of Education and Culture (awareness raising campaigns)

General information Family support programmes directly from the government indirectly through non-governmental organisations (NGOs) subsidised by the government.

Commitment TO a children’s house CoE campaign "One in Five" running in CY for 2+ years (2013-2015) Transposition of EU Directive on CSA into national law in 2014 Ratification of Lanzarote Convention in 2014. Ad hoc Committee for the development of a national strategy on CSA (Lead Ministry: MLWSI) Lobbying by external to Govt parties representing child interests (independent authorities, e.g. Commissioner for Children’s Rights, NGOs, personnaes)

Commitment TO a children’s house Internal lobbying by Govt stakeholders (Services and key persons) Appointment and role of external advisor to Council of Ministers (Gvt)   General willingness and receptiveness of all stakeholders to move forward Assessment of existing structures and identification of gaps Drafting of a National Strategy on CSA and adoption by the Council of Ministers (March 2016) Contribution and assistance from NGOs (e.g. donation of a house end of 2015)

Progress since Zagreb (Feb 2016) The external advisor has been consulting with an external expert (two visits to Cyprus) and the competent Ministries for the planning/implementation of the Children’s House. Plans ready for House restoration. Works planned to start in September. The government (Social Welfare Services, MLWSI) has made an open call for proposals for the Children’s House. A contract with the successful candidate (NGO) is expected to be signed by end of June 2016.

Progress since Zagreb (Feb 2016) The government (Social Welfare Services, MLWSI) has participated as partner in the application for an EU funded project (DAPHNE III Programme) “Coordinated Response to Child Abuse and Neglect via a Minimum Data Set” (CAN-MDS) applied for by the Institute of Child Health, Greece (Jan 2017-). Tool kit/common methodology for: measuring incidence of child abuse and neglect across different sectors, services; promoting multi-sectoral and multi-disciplinary cooperation and follow-up.
