Ministry of Electricity and Energy General Authority for Rural Electricity Rural Energy Access Project OFF GRID RURAL ELECTRIFICATION Summary of The Project Scope Prepared By: A.M. Al-Ashwal Project Advisor OFF GRID 1

6,200 villages 240 thousand households 55 thousand solar lamps 570 rural health centers, 2050 rural schools, 9500 mosques, and 200 military checkpoints. OFF GRID 2

Provide Electricity Service To Off Grid Areas Based On SHS Expected Investment: About US $9.M; IDAs Contribution is US $4.3M OFF GRID 3

Project Implementation: Procurement, Survey, Establish Service Providers, Households Contribution to Cover… % Of Capital Cost Of The Equipment And Costs Of Installation And O&M, Targets Villages Are Selected Based On Specific Criteria Community Awareness Program Shall Be Performed. OFF GRID 4

International Experiences with Solar PV Solar PV Market Development Program Institutional Framework for Off-Grid Renewable Energy Program Financing Requirements Pilot Projects Conclusions and Next Steps OFF GRID 5

1. Strategy: Prioritize financially sustainable off-grid areas to kick-off national market Ensure least cost supply option Establish decentralized and market-based off- grid energy service delivery strategy Introduce measures to remove investment barriers OFF GRID 6

Provide funding to social infrastructures Protect consumers welfare Raise awareness and strengthen stakeholders capacities OFF GRID 7

2. Identification of off-grid areas 3. Energy service delivery programs Establish criteria for village selection Propose SHS and SL Overcome investment barriers Involve FI as service providers Based on the above listed points 12 development programs were proposed: 4 SHS programs, 4 LS program and 4 social infrastructures programs. OFF GRID 8

Identify and estimate market size of SHS Develop projects pipeline Provide implementation assistance. OFF GRID 9

Regionally and Internationally Successful Implementation of SHS Project are Recognized in Several Countries. These Projects are mainly based on cooperation of 3 Partners: Authority, Service Provider and End-User Connecting Chain of these Partners is: Financial and Service Delivery Model (FSDM) OFF GRID 10

The International Lenders and Donors Have Great Interest in Financing Off-Grid Rural Electrification Using SHS Applicable FSDM is a prerequisite for the Financing OFF GRID 11
