Stronger Outcomes, Measuring Impact Thursday 12th October 2017 Liz Lake SEND Project Manager https://bromley.mylifeportal.co.uk/ehcoutomesproject

Aim of the Project “To co-produce a framework for measuring good holistic outcomes and their impact on children and young people with SEND across Education, Health and Social Care in Bromley” https://bromley.mylifeportal.co.uk/ehcoutomesproject

(Children and Families Act 2014) What is an outcome? Outcomes refer to the benefit or difference made to an individual as a result of an intervention (Children and Families Act 2014) https://bromley.mylifeportal.co.uk/ehcoutomesproject

What does the Code of Practice say? There should be an increased focus on life outcomes including employment and more independence especially those that make the biggest difference to CYP’s lives Ofsted will expect to see evidence of pupil progress, a focus on outcomes and a rigorous approach to the monitoring and evaluation of any SEN support provided. (The plans) must be reviewed as a minimum every 12 months by the local authority …..to ensure the individual remains on track to achieve the outcomes specified in their EHC Plan. The Ofsted/CQC inspection framework requires local areas to have a robust understanding of the progress that children and young people who have special educational needs and/or disabilities to make across Education, Health and Care. https://bromley.mylifeportal.co.uk/ehcoutomesproject

And what did our health check say And what did our health check say? Lesley Cox HMI Lead Ofsted inspector (SEND) An inability of leaders to understand the progress and impact of outcomes particularly on vulnerable groups within the borough. No strong evidence to demonstrate how the area knows that their actions are making a difference to improving outcomes for CYP with SEN. Leaders are not asking for the right information to demonstrate that outcomes are improving and tend to focus on academic attainment. Inspectors will want to see evidence of progress from starting points as a more meaningful measure for CYP who have SEND. There is some good practice amongst some education settings and other provision in Bromley but this is too often delivered within silos and not holistically across Education, Health and Care. https://bromley.mylifeportal.co.uk/ehcoutomesproject

The Bromley Plan…… A framework that is co-produced with schools, parents, young people and other Bromley professionals across Education, Health and Care A proven framework that is tested within specialist units and specialist schools within Bromley but with the ultimate aim of broadening to the whole cohort including SEN support as of March 2018 4 Key phases of the project Phase 1: Developing stronger holistic outcomes Phase 2: Measuring the impact and progress of outcomes Phase 3: Developing an integrated system to capture ALL views on progress Phase 4: Testing of the framework https://bromley.mylifeportal.co.uk/ehcoutomesproject

Phase 1 To develop a framework that ensures good, strong, holistic outcomes are written on every EHC plan across Education, Health and Care in Bromley https://bromley.mylifeportal.co.uk/ehcoutomesproject

Phase 1 An example of good practice? Life outcomes…… Education, training and employment 2) Creating independence 3) Making friends and being part of the community 4) Maintaining health and wellbeing Can this be used to produce holistic outcomes for all young people with SEND in Bromley? Over to you……….. https://bromley.mylifeportal.co.uk/ehcoutomesproject
