Monday, April 8th HW: Read pages 1046-1051 in your text. Answer 4-6. Aim: How did Gorbachev’s policies affect the USSR? Do Now: Create an illustrated dictionary entry for DÉTENTE. (definition, illustration, synonym, antonym)

In the command economy of the USSR, the Command Economy: Lack of Flexibility In the command economy of the USSR, the government determined what goods and services to provide. Government agencies did not set prices that reflected consumer demand. Government agencies that controlled factory production often ordered too many of some products and too few of others. As a result, there were both waste and shortages.

As a result of the arms race, the USSR devoted Overemphasis on Military As a result of the arms race, the USSR devoted most of the country’s resources to produce military equipment. Little remained to provide for people’s basic needs, such as food, clothing, and shelter. Stores often had shortages of many products and consumers were forced to wait on long lines in poorly stocked government-run stores. A black market was created by private business people to supply products that could not easily be found in state-run stores. Black marketers sold domestic and foreign-made items for profit .

The communist government guaranteed all Communism: Lack of Incentives The communist government guaranteed all workers a job and a paycheck, regardless of the quality of work they performed. Therefore, there was little incentive for people to work hard. Factory productivity remained low.

Agricultural production was low. Again, Agricultural Problems Agricultural production was low. Again, there was no incentive for farmers to produce a surplus. Government agencies did a poor job of managing. For example, a coll. farm might have good machinery, but no means of fixing it when it broke down.
