Overview Project Team FM56 Draft ECC Report 294 in Public Consultation LS to ETSI and UIC Workplan under the Mandate LS to GSMA and ETNO FM CG Drones The commercial use of C2 by UAS in 1900-1920 MHz and the governmental use of C2 as well as payload systems by UAS in the 1880-1920 MHz will be studied SRDMG (Rec. 70-03) Annexes 1, 2, 3 and 11 have or will have entries in connection to the new EC Decision for SRD data networks and RFID

Draft ECC Report 294 The new ECC Report 294 on Assessment of the spectrum needs for future railway communications, prepared by Project Team FM56 Link to the new draft Report is to be found here: Draft ECC Report 294   ECO point of contact: Mr. Thomas Weber (thomas.weber@eco.cept.org). The public consultation will end on 23 November 2018. During that consultation period comments to the content may be provided by CEPT administrations and any other interested parties Please, kindly use the following template for PC response in order to optimise the process of gathering comments The PC comment resolution will be during FM56#8 on 4-5 December 2018 in Lille WG FM agreed to send an LS to ETSI and UIC

LS from WGFM to ETSI and UIC WGFM#92 (24-28 September 2018) send an LS to ETSI and UIC - FM(18)190-Annex 13 and FM(18)190-Annex 31: the update of ETSI TR 103 554 should concentrate on the radio performance offered by a 2x5 MHz FDD LTE channel and, if possible, on the additional capacity obtained with a high-power on-board UE if the update of TR 103 554 is available before FM56 #8, then ETSI should send an LS to WG FM and FM56, so that it can be taken into account for the final version of draft ECC Report 294 from now on, in the context of the EC Mandate on FRMCS, the protection criteria for FRMCS are urgently awaited so that the technical studies in SE7 can be conducted

CEPT Workplan under the mandate 874.4-880 MHz / 919.4-925 MHz (below only harmonised for SRD in the EU) Parts of 1900-1920 MHz (studies also on UAS, see FM_CG_Drones(18)37rev1) – no co-frequent operations UAS/RMR). Working assumption: RMR in 1900-1905/1910 MHz. ETSI preparing an SRDoc on PMSE/DECT/WIA-> NWI Revision SRdoc ETSI TR 103 149. See CEPT Report 052 (there are also indoor rerstricted, duty cycle limited DECT/SRD under consideration 2290-2400 MHz range can be studied within the framework of the mandate. WG FM agreed that the whole 2290 - 2400 MHz range should be studied Refers also to ETSI (e.g. fitering requirements RMR cab radios) WG FM agreed to send an LS to GSMA and ETNO to invite them to participate to the ongoing work on RMR

SRD/MG WG FM postponed the approval for public consultation of Annexes 1, 2, and 11 of ERC Recommendation 70-03. WG FM agreed guidance to SRD/MG to be used for drafting of the entries for the frequency bands 870 - 876 MHz and 915 - 921 MHz FM(18)190-Annex 47. With this information and guidance to SRD/MG, it is the clear intention to approve the draft revised Annexes 1, 2, and 11 of ERC Recommendation 70-03 at the next WG FM meeting for public consultation. SRD/MG is tasked to organise the work accordingly, so that the publication of the changes will not be later than approved at WGFM#94 in June 2019. An extraordinary SRD/MG meeting to draft the revisions of Annexes 1, 2 and 11 of ERC Recommendation 70-03 is scheduled for the 12 - 13 November 2018 (Copenhagen, ECO).

Rec. 70-03 Reaction now from those countries which have already existing SRD implementations based on ERC/REC 70-03 (10-15 countries depending on the entry) 874.4-876/919.4-921 MHz to be excluded in tables (align with new EC Decision) but also keep for Annex 1 the existing entries (under ‘the guidance above’) Explain that existing implementations are not impacted by Article 3(4) of the new EC Decision Keep SRD implementation information up to 876/915 MHz Include a short informative text on process towards RMR harmonisation (likely to cover the upper 1.6 MHz ranges) Note also: some administrations may have governmental use in the upper 1.6 MHz duplex. This situation is not new since civil/mil sharing is used in some countries even in the GSM-R core-band. But it gives in principle some individual administrations the possibility to deviate from a harmonisation measure.
