The Gunning Principles Consultation and the Gunning Principles Consultation The process of asking for and listening to the views of local people or groups with the aim of influencing decisions, policies or actions. Consultation must take place when the proposal is still at a formative stage Sufficient information must be put forward for the proposal to allow for intelligent consideration and response Adequate time must be given for consideration and response The product of consultation must be conscientiously taken into account. Sufficient information to allow for intelligent consideration and response Consultees should be aware of the criteria How options have been judged to date What might be considered of substantial importance to final decision-making Should not mislead Information required to allow a consultee to make an informed decision on the specific consultation questions

Adequate time for consideration and response No statutory time requirement Timescales must allow sufficient time for respondents to digest the information and provide a response. Must consider length of consultation and also timing

Conscientious consideration of the outcomes of consultation Decision maker(s) need to conscientiously consider the output of the consultation Decision maker(s) must be given a fair and balanced summary of responses

Information Events Why do we hold events? Explain and discuss information on proposals subject to consultation Provide opportunity for consultees to speak to specialists to help them understand technical issues Help people understand how to respond to the consultation Where and when? During the consultation period, normally in weeks 3,4 and 5. Various locations along the scheme area Events are to provide information. They are not consultative events, conversations are not recorded and are not formally taken into account as part of the consultation process.
