ETS and quality of GHG inventories (2) Transparency Clearly explain assumptions and methodologies used for inventory compilation Explain in the NIR how consistency between GHG inventories and ETS data is achieved Consistency Consistent use of data sets and methods across all years (time series consistency) Challenge for the base year Comparability Comparable across Parties by using agreed methodologies and formats Improves if more detailed data allows better allocation to sub-categories

ETS and quality of GHG inventories (3) Completeness Cover all sources and sinks, as well as all gases, included in IPCC Guidelines; Full geographical coverage Improves if new sources are discovered Accuracy Estimates should systematically neither over nor under estimate true emissions Reduce uncertainties as far as practicable Use appropriate methodologies Improves if more accurate activity data/calorific values/emission factors/emissions become available for certain fuels/sources Timeliness Improves because ETS data becomes available well in advance of the deadlines for GHG inventories
