Overview Background: Process Revision Council Operating Procedure 9 Omnibus Council Action Intro slide: Omnibus process can be nebulous event. This presentation will inform and focus audience (Council ) on topic. There is a need to refine the process, hence the agenda item

Background: Groundfish Management Process Revision 2005: Change from annual to biennial management 2010: Identified biennial process needed revision Process Improvements Committee (PIC) convened Develop optimal management activities cycle Explore long-term solutions to groundfish management process PIC recommendations Streamline workload via dividing management activity process Define what are new and routine management measures Create a better project prioritization process Council Operating Procedure 9 Revised November 2013. Basic overview of how the two year process came to be. Due to issues in the development of the 2011/12 SPEX, the Council realized process improvements were needed in order to meet objectives and timelines of the management process. In order to accomplish those tasks, the Council developed an Ad Hoc committee to develop reports on science related processes, management measure development, NEPA preparation, NMFS review & management measure(s) implementation as well as defining ways to solve measures to determine if measures need an FMP or routine process. [Contrast would be between full/new rule making process or routine process; or between an FMP or a rulemaking process. This contrast leaves out new rulemakings which may or may not require and FMP amendment.]

Omnibus Prioritization Process Opportunity for Council: Prioritize new groundfish issues for investigation Adopt schedule for Council decision process Manage workload, in the context of all groundfish related work Slide is opportunity for us to refresh/orient Council on process. Noting what it is. Additional opportunity to note workload issues. Process prioritizes management measures to be considered, cements workload into a schedule New measures can receive full attention of advisory bodies The omnibus process is designed to bring a broad context to the prioritization of off-year work on new management measures specified by COP 9. It was motivated by not only the need to set off-year priorities but also to realistically manage expectations for the work that could be accomplished within the Council process, with full NMFS and state engagement, including expectations for what NMFS might feasibly implement in the context of its multiple responsibilities.

This slide indicates the sectors affected (light blue) as well as some of the broader categories of workload considerations Slide offers opportunity to discuss all the potential subjects that can be evaluated by Council and prioritized.
