1 Roadmap for Programme of Work 2020-2021
Reforming the way we work must be aligned with BETTER DELIVERY on our Member States’ priorities and the mandates they have given us. Our overall goal is that UN Environment supports our Member States and the entire UN system to implement the 2030 Agenda for Sustainable Development. We do this through our Medium Term Strategy and Programme of Work. We are embarking on a process in which we hope to prepare for our future POW for the next biennium in partnership wioth you. 2 Background 2nd Environment Assembly approved two Strategic Documents
Medium Term Strategy Overall strategy and vision Programme of Work and Budget Detailed strategies, budgets and indicators The second session of the United Nations Environment Assembly of UN Environment in May 2016 approved the following strategic planning documents: Medium-Term Strategy for – The Medium Term Strategy describe the key challenges and issues in the global environment, how UN Environment and sets out Member States’ vision and overall strategy. Programme of Work & Budget for 2018–2019 – to build upon the Medium-Term Strategy, the Programme of Work elaborates on the sub-programmes to encapsulate Member States’ priorities. It also sets out with associated: operational strategies, key outputs, budgets and targets for the first two years of implementation of the Medium Term Strategy.

3 Background 2nd Environment Assembly requested the preparation of another document Programme of Work and Budget Detailed strategies, budgets and indicators In line with the strategic planning cycle initiated with the approval of the current Medium-Term Strategy in 2016, the second session of the United Nations Environment Assembly of UN Environment also requested, in Resolution 20, paragraph 21, that UN Environment develops a Programme of Work for This is based on the approved Medium-Term Strategy and building on the Programme of Work Note Resolution EA.2, Paragraph 21, “Requests the Executive Director to submit for consideration and approval by the United Nations Environment Assembly at its fourth session, in consultation with the Committee of Permanent Representatives, a prioritized, results-oriented and streamlined programme of work for the period 2020–2021.”

We would like your views on it. The 4 year MTS sets out: The context in which the strategy will be delivered UNEP’s overall strategic focus The business strategy It also uses outcome maps, to outline the logical chain of results to move from the situation at the time of development to outcomes and impacts in 2030, in line with the Sustainable Development Goals and Agenda 2030. The 2 year PoW, for the 2nd biennium of the MTS considers: Strategies at a thematic/subprogramme level The performance measurement framework, including indicators, baselines and methods of measurement. The budget Revisions based on changes, but within the overall context of the MTS. The Project Portfolios Once the MTS was approved, we also developed a set of seven Project Portfolios, one for each UN Environment sub Programme, for the period. They were: Approved Dec 2016 Signed into effect by the Divisional Directors May 2017 Shared with CPR on Feb 2018 for information The portfolios outline how the outcomes and results presented in the Medium-Term Strategy and the Programme of Work will be delivered, in support of the delivery of the Agenda 2030. 5 SDG Indicator Framework New Executive Director
What’s Changed? SDG Indicator Framework New Secretary General New Executive Director We are sharing this proposed process a full one-and-three-quarter years before the start of the next PoW Biennium. Opportunity to review / recalibrate the PoW. Not the MTS. New Secretary General with UN Reforms – Programme & Budget. Consolidated budget document (CPC and ACABQ) Annual budget 3 year high level plan Performance info in budget Executive Director with improvements and new priorities, to discuss with Member States. SDG global indicator framework adopted by the General Assembly in July 2017 – opportunity to align to the UN Environment indicator framework

6 Correlation between UN Environment's subprogrammes and strategic focus areas
As a newcomer, I have considered the priorities in the Programme of Work compare with the Strategic Focus Areas which are being emphasized by UN Environment’s leadership. This is a first draft which we still need to full consult within the house. My own assessment is that there are no gaps. Every single Strategic Focus Area is mappable onto one or more SubProgrammes. Under this reading there is nothing that does not fall into the Programme of Work. All are strongly correlated. Some are very strongly correlated.

African proverb: “If we wish to go far, go together”. We need your guidance and inputs. Inclusive process.

The main one being the approval by UNEA in March The full timeline and milestones are in the document shared an on the CPR portal. UN Environment Assembly approves the Programme of Work Jun 2019 Nov 2019 ACABQ and UN Committee on Programme and Coordination (CPC) reviews the Budget for 2020

9 Questions In closing, I would like to pose two questions:
Does this roadmap have the right mix of ingredients to arrive at a MTS to achieve the required results in support of our Member States efforts to implement the 2030 Agenda for Sustainable Development. What mechanism would you propose we use to work together to build our next Biennial Programme of Work for ? (I understand that for the current MTS and first Biennial PoW, the CPR and UN Environment established a Working Group.)
