Cabinet designated solid waste official planning and management agency -- Statewide solid waste reduction and management plan -- Annual reports. (5) On March 1 of each year, each governing body shall report annually to the cabinet on the status of solid waste management in its area. The annual report shall include but not be limited to: (d) Recycling and composting activities in existence;

Recycling requirement for local school districts -- Exemptions. (1) Each local board of education shall adopt a plan and procedures for recycling white paper and cardboard in all board-owned and operated facilities. (2) A local board of education shall be exempt from the requirement to establish a recycling program as described in this section if: (a) There is no recycling facility within the county or within a reasonable distance in an adjoining geographic area; or (b) The district cannot locate a recycling vendor to service the school district, without incurring a negative fiscal impact. (3) The board may delegate to each school or school council the responsibility for designing its own procedures; however, the superintendent or the superintendent's designee shall periodically review the operating procedures to assure that recycling is being carried out. Strengths: County has/provides opportunities to recycle white goods, used oil and other selected materials Local stores in the county provide some opportunities to recycle Collection/Processors/Markets are available in the county or vicinity for recyclables Recycling programs in adjacent counties provide opportunity for regional/collective marketing Recycling opportunities are advertised in the local paper, local TV, community Web pages and on the radio SWC conducts public meetings about the need to reduce, reuse and recycle municipal solid waste Recyclers in the county register and report as required Local schools reduce, reuse, recycle and promote improved methods of recycling Homemaker clubs provide educational outreach to the community School children are taught the elements of reduction, reuse and recycling Weaknesses: No registration or process to identify recyclers Recyclers are not reporting as required Limited markets in the county and area for recovered materials County has limited funding to promote or encourage recycling No volunteer organizations exist in the county to assist in program development There is no effort to educate the public or promote recycling and waste reduction
